In an effort to address the long-standing issue of wage disparities, employees and officers of Regional Rural Banks (RRBs) are advocating for the extension of benefits outlined in the 12th Bipartite Settlement and 9th Joint Note signed in the banking industry on 08.03.2024 in Mumbai. The demand for wage parity arises from a history of legal disputes within the RRB sector, underscoring the need for consistent and fair compensation practices.

The All India Regional Rural Bank Employees Association (AIRRBEA), along with affiliated groups, has raised concerns regarding the incomplete implementation of revised wage structures and other benefits in RRBs. The failure to adhere to these provisions has resulted in ongoing disputes and protests among employees, highlighting the urgency of resolving this issue. Previous extensions of benefits under the Bipartite Settlement have been contentious, with allegations of the Government of India unlawfully delegating power to Sponsor Banks to determine certain allowances and benefits for RRB staff, further aggravating the situation.

AIRRBEA Secretary General Venkateshwar Reddy expressed concern, stating, “Sponsor banks have not provided all BPS benefits, including allowances like transport allowance, House Rent Allowance (HRA), Halting Allowance, and Special Pay for Joint Custodians, in accordance with parity. This lack of allowance authorization is unacceptable.”

The request to extend the benefits outlined in the industry settlement to RRB staff is considered a step towards ensuring fairness and consistency in wage structures across the banking sector, in accordance with the NIT Award and Supreme Court verdict.

The associations have urged government authorities to intervene and enforce the implementation of the wage revisions as outlined in the industry settlement to prevent further legal battles and uncertainties for RRB employees.
