Should Bank Management conduct meetings with Minority Unions?

Recently, the DFS has advised public sector banks to conduct meetings with Minority unions also. Right now, banks conduct meetings only with majority unions i.e. unions having maximum members in a Bank. After the directive, the majority unions urged DFS to review its order and a cold war seems to have started between majority and minority unions.
