Central Govt Employees warned for being late in Office, Govt planning new method of attendance

The Indian government has issued a warning to its employees regarding tardiness and has emphasized the seriousness of habitual late attendance and early departure from the office. The government noticed that some employees were not properly registering their attendance in the Aadhaar Enabled Biometric Attendance System (AEBAS) and that there were instances of regular late attendance.

To address this issue, the Personnel Ministry has suggested the use of a mobile phone-based face authentication system that includes features such as live location detection and geo-tagging. The Ministry has emphasized the need for strict implementation of the AEBAS and has instructed all ministry/department/organization heads to regularly monitor attendance reports. Habitual late attendance and early departure from the office are viewed as serious matters, and strict action may be taken against those who default under the existing rules.

All central government departments have been directed to ensure that employees mark their attendance using the AEBAS without fail. The order has been issued to all secretaries of central government departments, who are responsible for ensuring compliance. Additionally, heads of departments have been instructed to educate their employees about office hours, late attendance, and related instructions.

The Personnel Ministry has clarified that half-a-day’s Casual Leave (CL) will be deducted for each day of late attendance, but late attendance of up to an hour, on not more than two occasions in a month, may be condoned for justifiable reasons. Disciplinary action may be initiated against government servants who habitually arrive late, as it is considered misconduct under conduct rules. Early departure from the office is also treated in the same manner as late attendance. Punctuality and attendance data will be taken into consideration when considering employees for important assignments, trainings, deputations, transfers, and postings.

All government departments and ministries have been instructed to ensure that the biometric machines used for attendance marking remain functional at all times. In case any employee is not registered in the AEBAS, immediate steps should be taken to register their biometric data on the portal. Special arrangements should be made for Divyaang employees to capture their biometrics through alternative modes.

The Personnel Ministry has also highlighted face-based authentication applications using Android/iOS based phones developed by the Unique Identification Authority of India (UIDAI). These applications offer features such as faster authentication, live location detection, and geo-tagging. The nodal officer of each ministry/department/organization is responsible for configuring the personal mobile policy in the attendance portal for their employees and ensuring the entry locations of the office are geo-coordinated.

The Personnel Ministry has reiterated that it has issued instructions in the past to promote punctuality among government employees, and the responsibility for ensuring punctuality lies with the respective ministry/department/organization. Instructions regarding the implementation of AEBAS have also been issued to the ministries/departments over time.

In light of the recent order, the secretaries of the ministries/departments have been asked to inform their employees about the contents of these instructions and establish a robust monitoring mechanism to ensure full compliance. Suitable action should be taken against employees who fail to comply with the instructions.
