
The Central Bureau of Investigation (CBI) has exposed a major exam paper leak scam in the East Central Railway. This scam was discovered during an operation carried out on the night of March 3rd and 4th, 2025, at Mughal Sarai. The CBI has registered a case against a Senior Divisional Electrical Engineer (Sr. DEE – Ops), 8 other railway officials, and several unidentified candidates. So far, 26 railway officers, officials, and departmental candidates have been arrested in connection with this case.

How the Paper Leak Happened
The East Central Railway had scheduled a departmental examination on March 4, 2025, for the post of Chief Loco Inspector. During their operation, CBI conducted checks at three different locations in Mughal Sarai on the night of March 3rd-4th. At these locations, 17 candidates were found carrying photocopies of hand-written question papers.
The investigation so far has revealed that the Sr. DEE (Ops) was responsible for preparing the question paper. He hand-wrote the questions in English and then allegedly passed them to a Loco Pilot. This Loco Pilot translated the questions into Hindi and further gave them to an Office Superintendent (OS – Trg.). The OS (Trg.) then distributed the leaked papers to candidates through a network of railway employees.
The CBI found that money was exchanged in return for the leaked papers. The 17 departmental candidates, who are currently working as Loco Pilots, allegedly paid money to get the question paper. They were caught red-handed with the leaked papers on the night of March 3rd-4th, 2025, and have been arrested. In total, 26 railway officials and employees have been taken into custody.
Seized Items and Financial Evidence
The CBI searched 8 locations related to the case and recovered ₹1.17 crore in cash. This money is believed to have been collected from candidates in exchange for the leaked question papers. The handwritten question papers and their photocopies were seized during the operation. Upon verification, these matched exactly with the original question paper meant for the exam.
The CBI is continuing its investigation into the scam.
