
The All India Bank of Baroda Officers’ Union (AIBOBU) has raised concerns over the Bank’s human resource policies. The Union has questioned the claim that officers are satisfied with current management decisions. The issue stems from a recent circular by the All India Bank of Baroda Officers’ Association (AIBOBOA), affiliated with INBOC, which suggested that officers were satisfied with existing policies. However, AIBOBU has countered this claim and said that there are several unresolved issues affecting officers’ work conditions.
Important Points Raised by AIBOBU
1. Transfer Policy Lacks Transparency
AIBOBU has said that the Bank has not yet released the new transfer policy as per DFS guidelines. AIBOBU has demanded a revision of the Bank’s transfer policy to align with the Government of India’s Department of Financial Services (DFS) guidelines issued on November 26, 2024. Despite multiple reminders, the management has not implemented these changes, leaving officers frustrated. The union argues that the lack of clarity in transfer procedures has led to arbitrary postings and hardships for officers.
2. Inter-Zonal Transfers (IZT) – An Unfair Process?
AIBOBU has said that the Officers applying for Inter-Zonal Transfers (IZT) are reportedly being rejected without justification, while some have been rendered ineligible for future applications. Additionally, AIBOBU questions the classification of cities like Ahmedabad, Baroda, Surat, and Rajkot as ‘deficit zones’, which has resulted in an imbalanced transfer process.
3. Promotion Process Lacks Fairness
The union has expressed dissatisfaction over the lack of transparency in promotions, highlighting key issues such as:
- Absence of publicly available marks from written exams and interviews.
- Opaque conversion of GEMS grading into promotion eligibility.
- Non-disclosure of existing and anticipated vacancies across zones.
Despite these concerns being raised before the Central Labour Commissioner (CLC), New Delhi, and the Deputy CLC (Central), Mumbai, the Bank has yet to provide clarity.
4. Management’s Silence on Officers’ Concerns
AIBOBU has criticized the majority officers’ association (AIBOBOA) for not addressing these pressing issues. The union believes that its silence enables the continuation of unfair policies that directly impact officers’ professional growth and work-life balance.
AIBOBU urges Bank of Baroda officers to voice their concerns and stand for fairness in HR policies. Officers are encouraged to participate in discussions and demand transparency in transfers and promotions. As the debate over HR policies intensifies, the question remains: Are Barodian officers truly happy?
