In a significant move to put an end to the “VIP culture,” Assam Chief Minister Himanta Biswa Sarma has announced that ministers and government officials will no longer have their electricity consumption paid for by taxpayers. This decision aims to promote accountability and reduce the burden on public funds.

The Chief Minister took to X to make the announcement, stating, “We are ending the VIP Culture rule of paying electricity bills of Government officials using taxpayer money. Myself and the Chief Secretary will set an example and start paying our power bills from July 1 onwards. Beginning July 2024, all public servants will have to pay for their own electricity consumption.”

This step towards ending the VIP culture highlights the government’s commitment to fairness and responsible resource management.

Energy Conservation Measures Implemented in Assam

In addition to the change in electricity payment policies, the Chief Minister emphasized the state’s dedication to energy conservation. To achieve this goal, a program has been launched to automatically disconnect electricity at all government offices, except for the Chief Minister Secretariat, Home, and Finance Departments, at 8 PM.

This initiative aims to reduce electricity consumption and has already been implemented in 8,000 government offices, schools, and other institutions throughout the state. By implementing this measure, the government hopes to set an example and encourage energy-saving habits among the public.

Transitioning to Solar Power

Furthermore, the Assam Chief Minister expressed the government’s ambition to gradually transition all government establishments to solar power. One of the proposed starting points for this transition is the Medical Colleges and Universities across the state. By exploring the use of solar power in these institutions, the government aims to make significant progress in promoting renewable energy.

Launch of the Janata Bhawan Solar Project

To demonstrate their commitment to renewable energy, the Assam Chief Minister inaugurated the Janata Bhawan Solar Project during a ceremony at the state Secretariat Complex. This project features a 2.5-MW capacity grid-connected solar PV system installed on rooftops and ground surfaces.

The Janata Bhawan Solar Project is expected to generate an average of 3 lakh units of electricity per month. With an investment amount of ₹ 12.56 crore, the project is projected to recover its costs within 4 years, resulting in monthly savings of approximately ₹ 30 lakh.

This landmark project has transformed the Assam Secretariat Complex into the first-ever civil secretariat in the country to rely entirely on solar-generated electricity for its daily consumption. This achievement sets an inspiring example for other government offices and institutions to follow in embracing renewable energy sources.
