Union Minister and JD(S) leader H.D. Kumaraswamy proposed reducing government job service tenures from the standard 35 years down to 10, 15, or 20 years to help curb youth unemployment and provide at least one government job to every family.
Union Heavy Industries Minister H. D. Kumaraswamy has acknowledged that India is facing a serious employment crisis, particularly among engineering graduates. Speaking during a discussion with young people in Bengaluru about recruitment scams in the Karnataka Public Service Commission (KPSC), he proposed reducing the service tenure of government employees to 10–20 years from the current period of around 35 years. He said the idea could create more government job opportunities for unemployed youth and help ensure that at least one member of every family gets a government job.

Kumaraswamy said thousands of engineering graduates are struggling to find employment despite having professional qualifications. He said he regularly meets young people seeking jobs, including graduates in electronics, computer science, mechanical engineering and artificial intelligence. According to him, around 50 engineering graduates approach him every day for help in finding employment. He added that many of them come from rural areas and have spent large amounts of money on their education, including donations paid to colleges.
The Union Minister also highlighted the challenges faced by young people in the private sector, where employees may lose their jobs after working for only six or seven months because of hiring and firing practices. In comparison, he said the government sector is also facing a shortage of employees, with nearly 2.5 lakh vacancies, according to his remarks. He stressed the need to take practical steps to address unemployment and provide deserving candidates with better opportunities.
Key Details of the Proposal
- Tenure Cap: Instead of working for 30–35 years, future government employees would complete a defined service period of 10 to 20 years.
- Retirement & Pension: Employees who finish their defined tenure would receive retirement benefits and a monthly pension (suggested around ₹8,000 to ₹10,000).
- Goal: The idea aims to rotate employment opportunities so more households can access public-sector jobs.
- Status: This is currently a public discussion proposal rather than an official or implemented government policy. Kumaraswamy mentioned exploring or implementing such a plan if his party comes to power in the 2028 Karnataka elections
