We Bankers Union files industrial dispute case against PNB for denying Leave to Staff till 30 September

Punjab National Bank Etawah Circle has issued an order that Branch Heads should not sanction leaves to staff till 30 September 2026. This order comes amidst the ongoing chaos in the banking industry related to the upcoming 3-day strike from 28 to 30 September 2026.

On 22 September 2026, Kamlesh Chaturvedi, General Secretary of Punjab National Bank Workers Union, Uttar Pradesh, has filed industrial dispute case against Punjab National Bank in the office of Regional Labour Commissioner in Kanpur.

We Bankers has requested Labour Commissioner to:

• Take cognizance of the present Industrial Dispute under Section 53 of the Industrial Relations Code, 2020 and commence urgent conciliation proceedings.
• Call upon PNB to keep the Advisory dated 21.09.2026 in abeyance insofar as it imposes a blanket prohibition/cancellation inconsistent with the existing Award, Bipartite Settlement and service rules.
• Direct/advise the Management not to cancel already sanctioned leave except by following the applicable recall/revocation provisions and by issuing a specific order recording the actual service exigency and reason.
• Direct the Management to maintain the existing negotiated leave regime for Casual Leave, Sick Leave and other categories of leave and not to render the exceptional provisions concerning unforeseen circumstances nugatory.
• Call upon the Management to produce the HO instruction and PNB Station Leave Rules applicable to Award Staff and disclose the precise authority for the blanket Station Leave prohibition.
• Call upon the Management to disclose whether any notice of change under Section 40 of the Industrial Relations Code, 2020 has been issued and, if not, to explain the legal basis for implementation of the impugned change.
• Protect employees from adverse disciplinary action merely for exercising leave strictly in accordance with the applicable Awards, Bipartite Settlements and valid PNB rules.
