Recently, the Ministry of Defence has chosen four banks for the implementation of SPARSH. According to Memoranda of Understanding (MoUs) signed in Delhi, the web-based SPARSH (System for Pension Administration – Raksha) Service Centres will be available across 1,128 branches of four banks in India. The Defence Accounts Department (DAD), which operates under the Ministry of Defence, will partner with the Bank of India, Canara Bank, Central Bank of India, and Utkarsh Small Finance Bank to provide last mile connectivity to pensioners.

SPARSH System

The SPARSH system, implemented by the Ministry in 2021, is an integrated system designed to automate the sanctioning and disbursement of defence pensions. It aims to streamline the process and ensure the efficient delivery of pension-related services to pensioners.

Pensioner Portal

The Pensioner Portal serves as a comprehensive platform for pensioners to access various pension-related services. It provides a single window for pensioners to view their pension details, entitlements, profile information, and Income Tax forms, among other services. This web-based system processes pension claims and directly credits pensions into the bank accounts of defence pensioners, eliminating the need for external intermediaries.

SPARSH Service Centres

The newly established SPARSH Service Centres will serve as an interface between pensioners and the SPARSH system. These centres will enable pensioners to update their profiles, register grievances, undergo digital annual identification, and verify their data. Additionally, pensioners can obtain detailed information about their monthly pension through these centres. The Ministry has emphasized that access to these centres will be provided free of cost, with nominal service charges being borne by the DAD.

Increased Availability

With the signing of these MoUs, SPARSH Services will now be available at over 26,000 branches of 15 different banks across the country. This is in addition to the 199 dedicated service centres of the DAD and more than 3.75 lakh Common Service Centers available nationwide. The expansion of SPARSH Services aims to enhance convenience and accessibility for defence pensioners, ensuring a hassle-free experience in managing their pensions.
