Prosecution Proposal filed Against ICICI Bank MD & CEO

The Office of the Deputy Chief Labour Commissioner (Central), Kanpur, under the Ministry of Labour & Employment, Government of India, has sent a prosecution proposal against ICICI Bank’s Managing Director and CEO, Shri Sandeep Bakshi.

The proposal has been sent under Section 25-U of the Industrial Disputes Act, 1947.

Who Sent the Letter?

The letter was issued by V.K. Khare, Deputy Chief Labour Commissioner (Central), Kanpur. It was sent by email on 17 February 2026 and addressed to the Chief Labour Commissioner (Central), New Delhi. The letter was marked to the IR Section.

What Is the Case About?

The prosecution proposal has been made based on a complaint submitted by Shri Ashutosh Dixit, who is a workman.

He filed his complaint online on 18 September 2025. The online complaint ID number is 300148597.

The proposal seeks action against Shri Sandeep Bakshi, Managing Director and CEO of ICICI Bank Ltd., Mumbai.

After receiving the references, the matter was taken up with the Assistant Labour Commissioner (Central), Kanpur.

The ALC(C) Kanpur sent a fresh prosecution proposal through letter No. K-45/52/2025-ALC dated 17 February 2026.

The documents have been submitted for obtaining sanction to file a complaint case against the management of ICICI Bank Ltd.

Why Is Government Sanction Required?

The matter relates to Section 25-U of the Industrial Disputes Act, 1947.

Under this section, sanction from the Appropriate Government (Central Government) is required before filing a complaint case in court.

Therefore, the Deputy Chief Labour Commissioner has submitted the proposal to the Chief Labour Commissioner (Central) for necessary approval and further action.

ICICI Bank has been in news recently as several cases have been filed against the Bank citing illegal termination of Employees from ICICI Bank. Employees alleged that they were fired from the bank illegally without following government guidelines.
