Kuwait’s government is set to implement a new attendance policy that requires employees to use a third fingerprint for verification during official working hours. This new measure builds upon the existing two-time fingerprinting system and aims to ensure employee presence throughout their entire shift.
Announcement and Implementation
The decision was announced by Deputy Prime Minister and Minister of State for Cabinet Affairs, Sherida Al Mausharji. It will take effect once published in the official gazette.
New Fingerprinting Requirements
According to the new regulations, employees must perform a third fingerprint within 60 minutes after the first two hours of their shift. This requirement is part of Decision No. (6) of 2024, which updates Civil Service Council Decision No. 41 of 2006.
Technological Updates
The new article added to the Civil Service Council’s rules stipulates that employees must prove their attendance using facial fingerprint technology. Additional electronic means may also be employed if necessary.
Consequences of Non-compliance
Failure to comply with the new fingerprinting requirement within the designated timeframe will be considered unauthorized absence and will be recorded as part of the employee’s monthly delay periods.
Alignment with Cabinet Directives
This decision aligns with the Cabinet’s directive from its meeting on July 2, which tasked the Civil Service Bureau with enhancing employee attendance tracking through improved fingerprint and electronic systems.
