Junior Female Officer sexually harassed by IPS Officer, Inquiry Report sent to MHA

The Vigilance Branch of the Delhi Police has sent two separate inquiry reports to the Ministry of Home Affairs (MHA) regarding allegations of sexual harassment against two IPS officers of the AGMUT cadre. These reports have been sent after the allegations were substantiated by the Vigilance Branch.

Action Pending Against Special Commissioner-Rank Officer and Additional DCP

A senior police officer at the Delhi Police Headquarters has confirmed that the two separate inquiry reports involve a Special Commissioner-rank officer and an Additional DCP rank officer. The officer, who was still holding the charge during or even after the inquiry, is under investigation. The reports have been sent to both the MHA and Delhi Lieutenant Governor V K Saxena to determine the appropriate action that should be taken against the officers. As no action has been taken by the concerned authority thus far, discussions are ongoing with senior officers at the Police Headquarters (PHQ) to send a reminder and request them to take action.

Allegations Against Special Commissioner-Rank Officer

In the last week of March 2023, a Special Commissioner-rank officer was accused of molesting a junior woman police official inside his office. Subsequently, an internal inquiry committee was formed to investigate the matter. During the inquiry, the policewoman provided some technical evidence to support her claims.

Allegations Against SP Posted in Arunachal Pradesh

On June 24 of the previous year, a woman constable lodged a complaint with the internal complaints committee of her workplace, alleging sexual harassment by a Superintendent of Police (SP) posted in Arunachal Pradesh. She stated that she had received a message from the SP’s personal number in May, but she did not respond as she assumed it was sent mistakenly. However, on June 23, late at night, she received a series of messages explicitly seeking sexual consent, as well as a voice call on WhatsApp, which she did not answer. The incident caused her to experience a sense of fear and anxiety.

Transfer of SP’s Case to Delhi

The MHA had issued a notification on June 8, transferring the SP involved in the case to Delhi. Subsequently, the inquiry against him was also transferred to Delhi, and the matter was further pursued by the Vigilance Branch of the Delhi Police. The woman provided technical evidence, including WhatsApp screenshots, purportedly demonstrating that the accused had sent her messages starting from 11:14 pm on June 23, requesting her to come to his house the next day to “help” him.

Delhi Police Spokesperson Declines to Comment

When contacted by The Indian Express, the Delhi Police spokesperson declined to comment on the matter, citing section 16 of the Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act.
