A major controversy has emerged in Rajasthan over the alleged use of a forged High Court order to get a candidate’s name restored to the electoral roll for the Panchayat elections. The matter came to light after a purported High Court order was sent to the Sub-Divisional Magistrate (SDM) of Surajgarh through WhatsApp, falsely claiming that the court had directed the restoration of a candidate’s name to the electoral roll and allowed him to contest the election.

Umesh Bhukar, a senior manager at Punjab National Bank (PNB), has named Congress MLA Shravan Kumar and his son Jaiprakash in connection with the incident. In his statement, Bhukar claimed that Jaiprakash had sent him the alleged High Court order through WhatsApp. He further stated that MLA Shravan Kumar was present with him at the time and had instructed him to forward the document to the Surajgarh SDM. According to Bhukar, the MLA also provided him with the SDM’s mobile number and was speaking to the officer over the phone.

Bhukar provided details of the WhatsApp messages to explain how the document was forwarded. He said he received the alleged order from Jaiprakash on Friday at 3:14 PM. At 3:15 PM, he forwarded the document to the Surajgarh SDM, and at 3:16 PM, he sent another message asking the officer to check it. This means the document was forwarded within just two minutes of being received.

The PNB manager claimed that he forwarded the document without reading its contents. He assumed that it was related to the Panchayat election matter involving the MLA’s son. Bhukar has also requested the police to examine the call detail records (CDR) of MLA Shravan Kumar’s mobile phone. He believes that checking the communication between the MLA and the SDM at the relevant time could help establish the sequence of events. He has expressed his willingness to cooperate with the investigation and provide all the information available with him.

The controversy is linked to a petition filed by Jaiprakash in the Rajasthan High Court after his name was removed from the electoral roll of Gram Panchayat Jeeni, Ward 5. On October 16, the High Court only scheduled the next hearing for October 27. However, a forged order was allegedly circulated through WhatsApp to the local administration, claiming that the court had directed officials to restore Jaiprakash’s name to the electoral roll and permitted him to contest the Panchayat election.

The alleged forgery was detected when the document was compared with the original judicial records and information available on the Rajasthan High Court’s official website. After the matter came to light, the Surajgarh SDM, who was also the Returning Officer, filed a complaint. Based on the complaint, an FIR was registered on October 31, and the names of Jaiprakash and Umesh Bhukar emerged during the investigation.

Taking serious note of the alleged attempt to obtain election-related relief through a forged judicial order, the Rajasthan High Court directed Jhunjhunu Superintendent of Police (SP) Kavendra Singh Sagar to appear personally before the court on November 6 and submit a factual report on the progress of the investigation. The police are investigating the matter to establish how the alleged forged order was prepared and circulated and who was involved in the incident.
