The All India Punjab National Bank Officers’ Association (AIPNBOA) has written a letter to the Managing Director and Chief Executive Officer (MD & CEO) of Punjab National Bank (PNB), raising concerns over the transfer and posting decisions of several officers who are facing serious family, personal and medical difficulties. In its letter dated November 6, 2026, the association has highlighted 11 cases in which officers have sought transfers or postings on humanitarian and compassionate grounds but have not received favourable responses from the bank’s Human Resources Development (HRD) department.

What Allegations Has AIPNBOA Made?

The association has alleged that several recent transfer and posting decisions across different cadres and scales have been taken without giving adequate consideration to the genuine personal, family and medical circumstances of the officers concerned.

The 11 cases highlighted by the association involve officers dealing with bereavement, serious medical conditions, elderly and dependent parents, children undergoing medical treatment and other difficult family circumstances.

Among the cases highlighted, one officer lost his wife after a prolonged illness and requested a transfer to Bokaro to receive family support. Another officer, who is due to retire in March 2027, sought a transfer to Kurukshetra as his wife is suffering from acute depression and requires his support.

The association has also raised the case of an officer posted to Agra after his repatriation from PSB Allianz, Mumbai. His wife is working in Pune, while their nine-year-old daughter is studying in Mumbai. The association said that shifting the child in the middle of the academic session would cause unnecessary disruption and requested that the officer be allowed to continue in Mumbai for at least another six months to make suitable family arrangements.

Other cases include an officer undergoing treatment for serious medical conditions, including severe anxiety, mood disorder and deteriorating kidney function, who has requested a posting in or around Delhi. Another officer has sought a posting near Jaipur to look after his aged parents, who are facing medical difficulties.

The association has also highlighted the case of a senior officer aged approximately 57 years and six months, whose bedridden mother is entirely dependent on him for daily personal care. Despite having earlier received temporary relief from transfer, the officer is once again being considered for transfer outside the Zone. The association has questioned how caregiver-related exemptions can be meaningful if such genuine cases are not considered.

Other representations concern officers who have lost their parents and need to look after their dependent family members, officers whose elderly parents and grandparents require constant medical care, and officers whose spouses or children are facing serious health conditions.

One case involves an officer whose mother is suffering from a critical cardiac condition, with an ejection fraction of just 25%, and is bedridden in the CCU of a hospital in Dehradun. Another officer posted in Vellore has requested reversal of his promotion from Officer Scale-I to the Clerical Cadre, along with a posting to Hoshiarpur, Punjab, as his wife and two children are living around 3,000 kilometres away and his daughter is undergoing medical treatment.

The association stated that these cases require sensitivity and a humane approach rather than routine consideration based solely on administrative parameters.

What Demands Has AIPNBOA Put Before PNB Management?

AIPNBOA has requested the personal intervention of the MD & CEO and placed two major demands before the bank management.

First, the association has demanded a comprehensive review of all 11 representations. It has requested that each case be examined individually and sympathetically, keeping in view the specific family, medical and personal circumstances of the concerned officer.

Second, it has sought compassionate transfers and postings at or near the locations requested by the officers, particularly in cases involving serious medical conditions, bereavement, dependent children and elderly parents.

The association has further requested the MD & CEO to issue appropriate directions to the concerned HRD authorities to adopt a more humane, empathetic and employee-sensitive approach while dealing with genuine hardship representations, irrespective of the cadre or scale of the employee.

AIPNBOA has expressed hope that the bank management will give personal attention to these cases and take appropriate steps to ensure their timely and sympathetic resolution.
