ECI allows transfer of Employees during elections

The upcoming Indian general elections are scheduled to take place from April 19, 2024, to June 1, 2024. Citizens will cast their votes to elect the 543 members of the 18th Lok Sabha. Spanning seven phases, these elections will culminate with the announcement of results on June 4, 2024. This electoral event is set to be the largest ever recorded globally, surpassing the scale of the 2019 Indian general election. Additionally, it will mark the lengthiest duration for general elections in India, spanning a total of 44 days, excluding the inaugural 1951–52 Indian general election.

On the other hand, banks and other financial departments transfer their employees annually in the month of April and May. But due to the scheduled elections, there is great confusion whether the bank employees will be transferred in April or the transfers will get delayed. Now, The Election Commission of India (ECI) has released a letter and provided the clarification on this.

In the letter, the Election Commission of India has clarified that the Commission has no objection, from MCC angle, to the promotion/transfer of officers subject to the condition that no official involved in the election work in any capacity is relieved/dislocated till the election process is over. Further, the recruitment/fresh appointment shall be deferred till completion of the election process.

This means that the Election Commission of India has allowed the promotion or transfer of officers during elections, but officers engaged in election related duties can be relieved only after the election process concludes. Additionally, any recruitment or fresh appointments are postponed until after the election process is completed.

I am directed to refer to Ministry of Finance letter No. 10/19/2024-Coord., dated 26th March, 2024, received from, Additional Secretary, on the subject cited and to state that the Commission has no objection, from MCC angle, to the promotion/transfer of officers subject to the condition that no official involved in the election work in any capacity is relieved/dislocated till the election process is over. Further, the recruitment/fresh appointment shall be deferred till completion of the election process.
