IBA releases Fitment Formula under 12th BPS

Mumbai, September 30, 2025: The Indian Banks’ Association (IBA) has released a communication regarding the fitment formula under the 12th Bipartite Settlement (BPS). This BPS and the Joint Note were signed on March 8, 2024.

Promotion from Clerical Staff to Officer

The IBA has highlighted the formula for clerical staff who get promoted to an Officer position. This specifically applies if they have passed the JAIIB or CAIIB qualifications at the time of promotion.

The formula says the officer’s notional basic pay must first be calculated by reducing the increments earned for the JAIIB/CAIIB qualification from the clerical basic pay.

Next, the officer is to be fitted into the Officers’ scale using a specific table. After this fitting, the reduced increments will be added back to the newly fixed basic pay in the Officers’ scale. The date of the next increment will be determined based on whether the basic pay, after reducing the increments, falls in the lower clubbed stage of the clerical scale.

Proposal for Sub-Staff Promotion

The IBA has also suggested extending this same guideline to another promotion category. They propose that the formula should be used for promotions from Sub-Staff to Clerical Cadre. This is only for Sub-Staff employees who have completed JAIIB or CAIIB qualifications before their promotion.

Uniform Application is Key

Member Banks are asked to follow these guidelines. The IBA wants to ensure that this formula is applied uniformly across all banks when fixing pay under the 12th Bipartite Settlement. Banks must get approval from the appropriate level before applying the changes.
