Why Odisha was chosen for data centre?
Odisha was chosen as the location for the RBI’s new greenfield data centre due to a mix of geological stability, geopolitical security, and architectural isolation designed to guarantee national business continuity. Unlike metropolitan hubs or regions near the Himalayan belt, Bhubaneswar falls into Seismic Zone II. This is the lowest-risk earthquake classification in India, ensuring the infrastructure remains secure and functional even during massive seismic disasters elsewhere in the country.
Major data centres in India are highly concentrated in coastal hubs like Mumbai and Chennai because they serve as landing points for international subsea communication cables. By placing the backup hub in Odisha, the RBI ensures that a catastrophic localized disruption to those undersea networks or high-density digital corridors won’t knock out India’s entire financial system simultaneously.
The site is intentionally located far away from India’s sensitive northern and western land borders. This geographical buffer places the mission-critical backup out of range of potential cross-border drone actions, missile threats, or military flashpoints. Best practices for data management dictate that a secondary disaster recovery site must be in a completely different meteorological and tectonic zone from the primary site. Operating in Odisha creates a safe separation from the primary facility in Kharghar, Navi Mumbai.

Features of Data Centre
Tier IV Certification: The data centre has been awarded a Tier IV certification by the Uptime Institute. This is the highest global standard for data centre availability and performance, ensuring an enterprise-class, disaster-resilient infrastructure with 99.99% uptime.
Disaster Recovery Backup: The facility is designed to serve as a robust secondary backup to the RBI’s primary data centre in Navi Mumbai. This setup guarantees continuous business operations, seamless data security, and uninterrupted retail payments during emergencies.
Scaling Scale: Despite severe weather-related bottlenecks and supply chain disruptions over a three-year construction period, a barren plot was engineered into 11 lakh square feet of built-up infrastructure.
Core Processing: The data centre hosts mission-critical payment and settlement systems. It powers India’s high-volume retail and wholesale transactions, including UPI, NEFT, and RTGS.
Data Sovereignty: The hub establishes a secure domestic perimeter for national financial records, ensuring all core transactional data remains securely archived within Indian borders.
Advanced Compute Capacities: The computational layers are fully optimized to process Big Data analytics, Machine Learning (ML), Blockchain, and Cloud Computing.
Future-Ready Tech Research: The accompanying Enterprise Computing and Cybersecurity Training Institute is equipped to research and train professionals in emerging Quantum Computing frameworks and next-generation Artificial Intelligence (AI) to actively counter future threats.
