Prime Minister Narendra Modi on Wednesday inaugurated the Kartavya Bhavan located at Kartavya Path in New Delhi. This new building has been developed as part of the government’s effort to centralize its operations and improve efficiency.
In India, many Government Departments and Public Sector Undertakings (PSUs) operate from rented office spaces, leading to high expenditure on rent. To address this issue and provide a centralized, modern infrastructure, the Government has established Kartavya Bhavan. This new building will allow government departments to shift from rented premises to a better, well-equipped government-owned facility, helping reduce costs and improve administrative efficiency.
PM Modi said that many central government ministries were operating from different locations across Delhi. Some of these ministries were even functioning out of rented buildings and high rent was being paid to the owners.

The government had been spending around ₹1,500 crore every year just on paying rent for these office spaces. By bringing ministries together under one roof at Kartavya Bhavan, the government aims to save costs, improve coordination, and ensure better service delivery to the public.
“Many ministries of the Indian government are being run from 50 different locations in Delhi. Most of these ministries are being run from rented buildings, with an annual expenditure of Rs 1.5 thousand crores. This amount is being spent by the central government just to pay rent,” he said.
PM Modi said that the country’s administrative machinery had been operating for decades after Independence from buildings constructed during the British era. There was poor working conditions in these buildings as these buildings lacked proper lighting, space, and ventilation. Even important ministry like Home Affairs had been operating out of a building for nearly 100 years with insufficient resources.
Kartavya Bhavan-03, the first to be inaugurated, will house the Home Affairs, External Affairs, Rural Development, MSME, DoPT, Petroleum & Natural Gas ministries, and the Principal Scientific Adviser’s office.
The plinth area of the Kartavya Bhavan-03 is 1.5 lakh square metres with a basement area of 40,000 square metres. Its parking lot can accommodate 600 cars.
The Kartavya Bhavan-03 has a creche, a yoga room, a medical room, a cafe, a kitchen, and a multipurpose hall.
It has 24 main conference rooms, each with a capacity to seat 45 people, 26 small conference rooms, each with a capacity to seat 25 people, 67 meeting rooms, and 27 lifts.
The building is designed to use 30% less energy. It has special glass windows to keep the building cool and reduce outside noise. Energy-saving LED lights, sensors that switch off lights when not needed, smart lifts that save power, and an advanced system to manage electricity use will all help save energy. Solar panels on the roof of Kartavya Bhavan – 03 will generate over 5.34 lakh units of electricity every year. Solar water heaters meet more than a quarter of the daily hot water need. Charging stations for electric vehicles are also provided.
