The Government of India has clarified its policy regarding the appointment of private sector candidates to senior management positions in the State Bank of India (SBI) and other Public Sector Banks (PSBs). The clarification was given by the Minister of State for Finance, Shri Pankaj Chaudhary, in response to an Unstarred Question in the Lok Sabha on 20 July 2026.

Why Has the Government Allowed Private Sector Candidates?

The Government said that it issued revised consolidated guidelines on 4 October 2025 to make the appointment process for Whole-Time Directors (WTDs) in Public Sector Banks more transparent, uniform, and comprehensive. The revised policy also aims to match the changing needs of the banking sector and align senior management appointments with global best practices.

Under these guidelines, all Managing Director and CEO (MD & CEO) posts in nationalised banks, one Managing Director post in the State Bank of India (SBI), and one Executive Director post in large nationalised banks have been opened to eligible candidates from the private sector. However, officers working in Public Sector Banks remain fully eligible to apply for these positions, and the policy does not exclude them.

Steps Taken to Ensure Transparency

The Government stated that transparency, merit-based selection, and the prevention of conflicts of interest are key parts of the appointment process. For this purpose, the Financial Services Institutions Bureau (FSIB) was constituted on 1 July 2022 to recommend suitable candidates for appointment as Whole-Time Directors on the Boards of Public Sector Banks.

Is This a Step Towards Privatisation?

The Government clearly answered that the policy does not indicate any move towards the privatisation of SBI or other Public Sector Banks. It stated that opening certain senior management positions to private sector candidates is only intended to widen the talent pool and improve governance, and it should not be seen as a shift away from the public sector character of these banks.

Impact on Existing Employees

In response to concerns about whether the interests of existing employees, accountability to Parliament, or the public service role of SBI could be affected, the Government stated that the question does not arise. This means that the Government does not consider the revised appointment policy to have any adverse impact on existing employees or the public service responsibilities of SBI.
