Bareilly Junior Assistant Demoted to Peon After Failing Hindi Typing Test Three Times
Bareilly District Magistrate Avinash Singh has demoted a Junior Assistant posted at Meerganj tehsil to a Class IV post (peon) after he failed the mandatory Hindi computer typing test three times. The employee, Rehan Khan, was appointed in 2021 under the deceased government employee dependent quota and was given multiple opportunities to acquire the required typing skills.

Junior Assistant Appointed in 2021
Rehan Khan was appointed as a Junior Clerk on July 5, 2021. Under the applicable government rules, employees appointed to the post are required to have proficiency in Hindi computer typing. Employees who do not have the required typing skills at the time of appointment are given opportunities to practise and clear the prescribed typing test.
Failed Hindi Typing Test Three Times
Khan first appeared for the Hindi typing test on September 25, 2023, but failed to achieve the required standard. He was then given another opportunity and appeared for the test on June 21, 2024. However, he failed the test again. The administration subsequently gave him a third and final opportunity. The final test was held on September 8, 2026, but Khan again failed to meet the required typing standard.
DM Orders Demotion to Class IV Post
Following the third failure, the Bareilly district administration took action under the applicable government orders. On September 16, District Magistrate Avinash Singh issued an order appointing Khan to a Class IV position instead of the Junior Assistant post.
The DM said that computer typing proficiency is mandatory for the Assistant post. He explained that employees who do not have the required skill when they are appointed are given opportunities to learn and pass the test.
According to the DM, Khan was given three opportunities but failed to qualify each time. Therefore, action was taken in accordance with the government rules, resulting in his removal from the Assistant post and appointment to a Class IV position.
Other Employees Given More Time
The Bareilly administration has also decided to give additional opportunities to some other employees who have not yet cleared their Hindi typing tests.
Rahul Kumar and Lakshmi Saxena have been given a third and final opportunity, while Kanchit Chaudhary and Neha Joshi have been given a second opportunity. These employees have been given two months to prepare for and clear the Hindi typing test.
DM Says Skill Is Important for Work Efficiency
District Magistrate Avinash Singh said the additional time was given to allow the employees to learn computer typing and improve their work efficiency.
He also said that if the employees fail to acquire the required skill within the given period, further action will be taken according to the applicable government rules.
Mandatory Skill Requirements Under Focus
The action in Bareilly has brought attention to the importance of meeting mandatory skill requirements for government posts. The case also highlights that employees who are given repeated opportunities to meet prescribed qualifications may face action if they continue to fail the required tests.
