Union Bank Employees’ Association Questions Transfer of Clerical Staff to AO
The All India Union Bank Employees’ Association (AIUBEA) has written a letter to Union Bank of India management raising objections over the transfer of clerical sports staff to Regional Offices (ROs) and Zonal Offices (ZOs).
The association has alleged that these transfers are against the 12th Bipartite Settlement and the Standard Operating Procedure (SOP) guidelines. Let’s understand the whole matter.
The letter was sent on 12 May 2026 to Shri S C Teli, Chief General Manager of Union Bank of India, Mumbai. The letter was signed by AIUBEA General Secretary N. Shankar.
In the letter, the association said that the service conditions of clerical employees are governed by industry-wide Bipartite Settlements and bank-level agreements signed with AIUBEA. It stated that these agreements are legally registered under the Industrial Disputes Act and cannot be violated.
The union said that a few months ago, the bank had decided to remove clerical staff from administrative offices and post them in branches because branches were facing staff shortage.
According to the association, after discussions with the union, the bank had assured that this was only a temporary arrangement. The bank had reportedly promised that once new recruitment was completed and staff strength increased, the required number of clerks would again be maintained in administrative offices.
Now, after recruitment has started, the association says it expected the bank to fulfil its earlier assurances. However, the union claimed that the bank has now started transferring clerical employees recruited under the sports quota to ecosystem verticals in RO and ZO offices.
The association alleged that these employees are being assigned duties outside the SOP guidelines prepared under the 12th Bipartite Settlement.
According to the union, the bank is presenting this as a special initiative to improve CASA mobilisation, but the union believes such actions are against the agreed policies.
AIUBEA further said that the bank earlier insisted that clerical employees should work only in branches because of operational needs. Therefore, the association called the latest transfers inconsistent with the bank’s earlier stand.
The union also stated that these actions could disturb industrial relations in the bank and may create unrest among employees. It requested the bank management to immediately cancel all transfer orders related to posting clerical sports staff in ecosystem verticals and to follow the spirit of the settlement and SOP guidelines.
The association also asked the bank to send an acknowledgement regarding the matter.
