The Department of Pension & Pensioners’ Welfare (DoPPW) has extended the Fixed Medical Allowance (FMA) to retired central government employees covered under the National Pension System (NPS). This decision, announced on February 7, 2025, aims to support pensioners living in areas where the Central Government Health Scheme (CGHS) is unavailable.
What is the Fixed Medical Allowance (FMA)?
FMA is a monthly financial aid provided to central government pensioners to cover their outpatient medical expenses. It is specifically for those who reside in areas not served by CGHS and do not have access to regular government healthcare facilities.
Who is Eligible for FMA?
Retired central government employees under NPS can receive FMA if they meet the following conditions:
- They are eligible for CGHS but live in areas where CGHS facilities are unavailable.
- They do not use any CGHS services or only avail In-Patient Department (IPD) services.
- Employees from other government departments or states may have different medical allowance policies.
New Guidelines & Application Process
To make the FMA application process easier, the DoPPW has introduced revised forms that include Permanent Retirement Account Number (PRAN) details. This change aligns with instructions from the Controller General of Accounts (CGA).
FMA Payment & Life Certificate Requirement
- Monthly Allowance: The FMA rate for NPS retirees is set at Rs 1,000 per month, the same as for pensioners under the Old Pension Scheme.
- Quarterly Disbursement: The amount will be credited every three months directly into the pensioner’s bank account. Payments for September to November will be made in the first week of December.
- Life Certificate Submission: From December onwards, pensioners must submit a life certificate to continue receiving the allowance.
What is a Life Certificate & Why is it Important?
A life certificate, also known as “Jeevan Pramaan,” is proof that the pensioner is alive. Pensioners can submit their life certificates digitally through the Jeevan Pramaan portal using Aadhaar-based biometric authentication.
What Happens if a Pensioner Fails to Submit a Life Certificate?
If the life certificate is not submitted, FMA payments will be stopped until the document is provided.
This new initiative ensures financial support for retired NPS employees while making the process more efficient and transparent. Pensioners are advised to check their eligibility and complete the necessary formalities to continue receiving their benefits.
