The Central Bureau of Investigation (CBI) has arrested an absconding accused in a bank fraud case after 18 years. The accused, identified as Raja Bihari, was arrested on November 5, 2026, from Punpun in Bihar. He had been declared a Proclaimed Offender by the court for his alleged involvement in a bank loan fraud case.
The accused allegedly obtained a Cash Credit (CC) loan from the Patliputra Colony Branch of Allahabad Bank in Patna by conspiring with bank officials and middlemen. The loan was obtained using forged title deeds, fabricated property documents and fake guarantor credentials.
Raja Bihari fraudulently secured a Cash Credit (CC) loan from the Patliputra Colony Branch of Allahabad Bank (now merged into Indian Bank) located in Patna, Bihar.
The loan was approved on the basis of entirely fabricated credentials. This included forged title deeds, falsified property documents, and fake guarantor profiles.

The scam was not executed alone. The CBI discovered that Raja Bihari operated in active collusion with a network of crooked bank officials and middlemen who bypassed protocols to clear the fraudulent loan.
A total of 21 accused individuals—including Raja Bihari, bank insiders, and external fixers—were officially booked by the CBI. They faced charges under the Indian Penal Code (IPC) and the Prevention of Corruption Act, 1988.
After completing its investigation, the CBI filed a chargesheet against all 21 accused persons, including Raja Bihari, on October 30, 2009. The competent court took cognizance of the chargesheet on November 12, 2009. However, Raja Bihari did not join the investigation and had been absconding since the beginning of the case, thereby avoiding the trial.
