PNB deducts Loan EMI Twice, Consumer Commission orders compensation
The Rajasthan State Consumer Dispute Redressal Commission, Bharatpur has ruled against Punjab National Bank in a case filed by Dr. Rukmal Meena, a resident of Sawai Madhopur.
The State Commission amended the District Consumer Commission’s order and increased the compensation amount from ₹10,000 to ₹30,000. The bank has also been directed to pay ₹5,000 as litigation expenses.
Dr. Rukmal Meena took out a loan of ₹3.50 lakh on April 25, 2017, under the PNB Car Loan Scheme available to central government employees. The monthly installment was ₹5,596, and there were 84 installments in total.
According to the complainant, he faced financial difficulties due to the bank repeatedly deducting two installments in a single month. The complainant stated that the bank restructured/settled the loan account on July 16, 2021, after which the information began appearing on credit bureaus in September 2021. This led to poor credit history.
The complainant attempted to obtain a loan from the bank on September 10, 2021, but was unable to obtain the loan due to poor credit history. Banks rely on credit history to give loans. If credit history is not good, banks reject loans.
He approached the District Consumer Disputes Redressal Commission, Sawai Madhopur, which passed an order in the complainant’s favor on June 18, 2025.
Punjab National Bank filed an appeal against the District Commission’s order with the State Consumer Commission but the state commission also ruled against PNB.
The State Commission’s Circuit Bench, Bharatpur, comprising Member (Judicial) Mukesh and Member Dinesh Kumar, delivered its decision on July 27, 2026, confirming the District Commission’s order and increasing the compensation amount to ₹30,000.
The Commission directed the bank to pay the amount within two months from the date of the order. Failure to pay within the stipulated period will result in 9% annual simple interest. The Commission also directed the bank to send a certified copy of the decision to the District Consumer Disputes Redressal Commission, Sawai Madhopur, for further action.
