Officers Humiliated, Manpower misused!! AIBOBOU highlights issues in Chandigarh Region
The All India Bank of Baroda Officers’ Union (AIBOBOU), affiliated with AIBOA, has written a detailed letter to the Managing Director and CEO of Bank of Baroda highlighting several major administrative, HR, and leadership concerns affecting the Chandigarh Region. The Union said these issues were discussed again in a Regional Committee Meeting held on Thursday at the Chandigarh Regional Office.
According to the Union, the problems, if not resolved immediately, may harm staff morale, business performance, and the bank’s reputation in the northern region.
Concerns Over CASA Performance and Manpower Issues
The Union said that senior functionaries have been expressing serious concerns about the decline in CASA performance. However, it stressed that the real reason behind this underperformance is improper manpower deployment in important business roles.
The letter mentioned that an officer handling key CASA responsibilities, Shri Prashant Sharma (RBDM), is reportedly under stress, facing pending vigilance matters, and appears demotivated. Instead of receiving institutional support, he has allegedly faced public humiliation on several occasions.
The Union also claimed that several executives at the Chandigarh Zonal Office are underutilised and that some positions have been created for “favoured individuals” without any actual requirement. It requested a Corporate Office-level review of staffing patterns and responsibilities at the Zonal Office.
Complaints Against DRM, Chandigarh
A major portion of the letter focuses on the conduct of Shri Kailash Rawat, District Regional Manager (DRM), Chandigarh. The Union said officers have repeatedly reported:
- Abrasive and authoritarian behaviour
- Public scolding and humiliation of staff
- Continuous monitoring of CCTV feeds from his cabin, creating fear among staff
- Lack of empathy and disrespect for organisational values
The Union said that such behaviour is damaging workplace harmony. It also criticised the Regional Manager for not taking any action against these complaints.
HR Functioning Under Question
The Union also raised strong concerns regarding the HR functioning in the Chandigarh Region, especially under Ms. Saumya, HRM Head. Officers have reported:
- Rude behaviour during interactions
- Unfair rejection of leave applications
- Close support to the DRM’s alleged harsh style
- Lack of empathy for officers dealing with personal or health issues
The Union said that HR is supposed to be the primary support system for employees, and such behaviour is creating a toxic work culture.
Demotivation After Region Downgrade
The letter expressed that the downgrade of the historically well-performing Chandigarh Region to an AGM-headed Region has demoralised officers. Combined with administrative issues and HR problems, staff fear that the Region may suffer further business losses if timely action is not taken.
Union’s Requests to Management
The Union has urged the MD & CEO to intervene personally and take the following steps:
- Review staffing and role allocations at the Chandigarh Zonal Office and deploy capable officers to important business roles.
- Examine the conduct of key officials, especially the DRM and HRM, to ensure fairness and respectful workplace behaviour.
- Issue HR guidelines for better handling of officers dealing with stress or health issues.
- Restore motivation and discipline in the Region to prevent further decline in performance.
The Union assured full cooperation in improving the work environment and restoring a positive and performance-driven culture in the Chandigarh Region.
