No Holiday Working, Black Badges on Saturday: AIBOC Announces Protest Against New PLI Scheme

A working committee meeting of all the affiliates of AIBOC was held on 12th April 2026 at Kolkata and it was decided to implement the agitation programme uniformly on the issue of 5 days banking and the new PLI Scheme of DFS.

AIBOC released a circular on 17.04.2026, giving clear directions to carry on the present agitation.

The agitation is focused on two main points:

  • Introduction of Five-Day Banking.
  • Continued resistance to the DFS-imposed PLI formula.

Agitation Programmes and Agenda

1. Adherence to Regular Working Hours

Members should adhere to regular working hours and avoid unnecessary extension of duty beyond normal office hours. The agitation should be implemented in a practical and responsible manner, consistent with the line of withdrawal of extra cooperation.

2. Exit from Social Media Groups Used for Operational / Supervisory Purposes

Members are requested to exit unofficial or so-called official WhatsApp groups used for operational, supervisory, or managerial purposes. It is reiterated that:

  • WhatsApp is not a formal or recognised official communication channel;
  • Officers are under no obligation to treat it as such; and
  • Affiliates should educate members that informal digital messaging cannot be allowed to become a substitute for proper official communication.

3. Resistance to Holiday and Sunday Working

AIBOC has clearly said that no officer will work on holidays.

4. Visible Protest Programmes

  • Wearing of Black Ribbons by all members on 18.04.2026 (3rd Saturday)
  • Wearing of Black Badges on 02.05.2026 (1st Saturday)
  • Wearing of Black Dress by all leaders and activists on 16.05.2026 (3rd Saturday)
  • Evening demonstrations shall be organised across centres/units on all such dates.
  • Other local visibility programmes, as may be organised by affiliates in the same spirit of disciplined protest.

Further meeting of the UFBU will be held by end of this month to decide other programmes like demonstrations on all working Saturdays, Dharna, etc. and also to decide Strike actions in the month of May and June, 2026.
