In a major move to promote digital payments and reduce cash transactions at toll plazas on National Highways, the Government of India has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008.

Under the new rule, vehicles entering a toll plaza without a valid FASTag will be charged double the user fee if the payment is made in cash. However, if the user opts to pay the toll via Unified Payment Interface (UPI), the charge will be 1.25 times the applicable user fee for that vehicle category.

For example, if a vehicle’s regular user fee is ₹100 through a valid FASTag, the fee will be ₹200 if paid in cash and ₹125 if paid via UPI.

Effective from November 15, 2025

The new notification will come into effect from November 15, 2025. The change aims to streamline toll collection, enhance transparency, and promote ease of travel for users of National Highways.

Promoting Technology and Transparency

This amendment reflects the government’s focus on leveraging technology to make toll operations more efficient and transparent. The revised rules are expected to encourage greater adoption of digital payments, reduce congestion at toll plazas, and improve the overall commuting experience for highway users across the country.
