Meeting held between IBA, Unions, Labour Commissioner; Read decision taken on Bank Security, 5 Day Banking

A conciliation meeting between representatives of major bank unions, the Indian Banks’ Association (IBA), and officials from the Ministry of Labour & Employment was held today (11 August 2025) to discuss key issues affecting bank employees, including recruitment, Performance Linked Incentive (PLI), security at bank branches, and the long-standing demand for five-day banking.
The meeting was chaired by the Deputy Chief Labour Commissioner and began with a review of the minutes from the previous meeting held on June 17, 2025.
Discussions on Recruitment and PLI
The IBA informed that a meeting on recruitment and PLI was held in Delhi on August 10, 2025, but no final decision was reached. However, both sides said talks were progressing positively and expressed hope of reaching an amicable solution soon.
Security Concerns for Bank Employees
On the issue of employee safety, the Department of Financial Services (DFS) and IBA stated that they had already issued letter to the state governments, urging them to take strong measures to prevent future incidents of attacks or threats to bank staff.
While the unions acknowledged these steps, they said that the only effective way to ensure security for bank employees is to recruit armed guards for branches. They warned that without armed guards, such incidents are unlikely to stop.
Unions Push for Five-Day Banking
Union representatives expressed anger and frustration over the government’s inaction on the demand for five-day banking. They said that despite repeated discussions, 5 day banking has not been implemented and warned that they might be forced to announce strike.
What will happen now?
It was decided to extend discussions on PLI and recruitment at the bipartite level, with at least one meeting to be held every month. Minutes of these meetings will be sent to the Chief Labour Commissioner (Central) for reference. On the security issue, the IBA will advise bank managements to take appropriate measures as requested by the unions. Regarding five-day banking, the CLC(C) has already written to the Secretary, DFS, urging faster action and will send another reminder seeking updates.
The next conciliation meeting has been scheduled for October 15, 2025, at 11:30 AM.
How can they renege on 5 day banking understanding. Repeal it for insurance and all other public sector undertaking also if 5 day week is not possible.
