Good News For Govt Employees in Odisha! Govt will use Old method of giving Compassionate Job to Children of Employees

There is a good news for government employees in Odisha. The Odisha Government has announced to use the old method for providing compassionate employment to legal heirs of deceased employees. In a major decision, the Odisha state cabinet has announced that the Odisha Civil Services (Rehabilitation Assistance) Rules, 1990 will be reinstated in their original format. This decision overturns the 2020 amendments, which had led to many deserving families being left out of the benefits. The move is expected to provide relief to several families who had been struggling for assistance.
Why Was This Change Necessary?
Earlier, under the Odisha Civil Services (Rehabilitation Assistance) Rules, 1990, if a government employee passed away, the state government provided a job to one family member in the Group C or Group D category. This appointment was based on a certificate issued by the district administration, ensuring that the family received timely support.
However, in 2020, the government introduced new rules, replacing the certificate system with a marking-based CCR (Career and Conduct Record) system. This change not only made the process more complicated but also applied retrospectively to families of employees who died between 1990 and 2020. As a result, many families were denied jobs, leading to protests and even legal cases in courts.
How Will the New Decision Help Families?
Announcing the decision in the Odisha Assembly, Chief Minister Mohan Charan Majhi called it a historic step. He stated that all pending applications for rehabilitation assistance before the 2020 amendments will now be reviewed based on the 1990 rules. This means that families who were previously denied jobs under the 2020 system will now be eligible for government assistance.
This move will reduce the number of pending court cases, bring relief to affected families, and ensure that the families of deceased government employees can live with dignity.
Changes in District Mineral Foundation Fund (DMF) Guidelines
Apart from restoring the old rehabilitation assistance rules, the state cabinet has also decided to amend the District Mineral Foundation Fund (DMF) guidelines. These changes aim to help families affected by mining activities in Odisha.
Under the new guidelines:
- The affected area perimeter has been increased from 10 km to 15 km, and the maximum range has been set at 25 km.
- The DMF Trust will have the sole authority to determine the list of projects for the affected areas. No external interference will be allowed.
- The funds will be used exclusively for people suffering due to mining-related activities.
These decisions by the Odisha government reflect its commitment to social justice and ensuring that affected families receive the necessary support. Families of deceased government employees will now get the assistance they were promised, and those impacted by mining activities will receive better aid through the revised DMF guidelines.
