DFS has changed Rules for Appointment of Officers in RRBs

The Department of Financial Services (DFS) has amended the rules for appointment of Officers in Regional Rural Banks. The DFS has made it mandatory that the candidates must be proficient in local language of the state for which they are applying. Check detailed guidelines below.

Proficiency in Local Language

Candidates applying for vacancies in a particular Regional Rural Bank (RRB) must demonstrate proficiency in one of the specified local languages notified by the respective State Government. This includes the ability to read, write, and understand the language.

Eligibility for Proficiency:

  1. Educational Qualification:
    • Candidates who have studied the specified local language of the respective RRB in Standard 10 or higher in a government-recognized Board of Education or School will be considered proficient.
    • Alternatively, possession of a certificate confirming the study of the local language at Standard 10 or higher will suffice.
  2. Proficiency Test for Non-Certified Candidates:
    • Provisionally selected candidates (based on their performance in the online test, screening, and interview) who lack the above qualification or certificate must undergo a local language proficiency test.
    • This test will be conducted by the Committee constituted under Rule 8 before the candidates join the respective RRB.

This ensures that all candidates have the necessary linguistic skills for effective communication and service in the local community.

Constitution of Committee

  1. Formation of Committees:
    The Board may, as needed, form Committees comprising members listed in column (9) or column (6) of the Third Schedule. These Committees will oversee the following:
    • Recommending candidates to the appointing authority for direct recruitment to Group ‘C’ posts.
    • Recommending candidates for promotion to Group ‘A’ and Group ‘B’ posts.
    This process will be carried out in accordance with the provisions specified in the Third Schedule.
  2. Specific Recommendations:
    • Committees formed with members mentioned in Sl. No. 1, Col. (9) and Sl. No. 6, Col. (9) of the Third Schedule will recommend candidates for:
      • Group ‘A’ (Officer Junior Management, Scale 1): Based on test and/or interview, including assessment of local language proficiency.
      • Group ‘B’ (Office Assistant, Multipurpose): Based on similar criteria as outlined in the Third Schedule.

The recommendations will be made to the appointing authority as per the provisions detailed in the Schedule.
