CBI Court sentenced Oriental Insurance Employees to 3 Years Jail in Fraud Case

On June 30, 2025, a CBI Special Court in Patna sentenced three people to 3 years of rigorous imprisonment and imposed a total fine of ₹67,000 for their involvement in an insurance fraud case related to Oriental Insurance Company Ltd. (OICL).
Who Were Found Guilty?
- Ashok Kumar – Then Assistant Administrative Officer (AAO), OICL, Division Office-II, Bank Road, Jaitpur Kothi, Patna
- Amrendra Kumar Mishra – Then Assistant, OICL, Division Office, Purnea, Bihar
- Sameer Kant Jha – Insurance Agent
Each of them was found guilty of participating in a fraudulent scheme that caused loss to the insurance company.
What Was the Fraud About?
The CBI registered the case on May 3, 2005, against six people including officers of Oriental Insurance Company in Saharsa and Patna, Bihar, and two private persons. The fraud involved issuing fake cattle insurance policies in false names, including one in the name of a former MLA of Supaul district. These fake policies were used to cheat Oriental Insurance Company Ltd. (OICL) and illegally claim ₹50,000.
How the Fraud Was Carried Out
During the investigation, CBI found that Ashok Kumar and another officer (who passed away during the trial) had issued fake cattle insurance policies using forged documents. These policies were issued without verifying the identity of the insured people, causing a financial loss to the insurance company. The fraud was committed in collusion with private persons, including insurance agent Sameer Kant Jha.
Charge Sheet and Court Trial
- The CBI filed a charge sheet on September 30, 2005 against six accused:
- Shiv Shankar Gupta – Then Branch Manager, OICL, Saharsa (Public Servant)
- Ashok Kumar – Then AAO, OICL, Patna
- Narendra Kumar Mishra – Then Development Officer (DO), OICL, Saharsa
- Amrendra Kumar Mishra – Then Assistant, OICL, Purnea
- Mohan Mishra – Private person
- Sameer Kant Jha – Insurance agent
- However, three of the accused – Shiv Shankar Gupta, Narendra Kumar Mishra, and Mohan Mishra – passed away during the trial.
Court Order
After completing the trial, the CBI Court No. 1, Patna, found the remaining three accused guilty and sentenced them to 3 years of rigorous imprisonment and imposed a total fine of ₹67,000. The court found that they were involved in criminal conspiracy, forgery, cheating, and causing financial harm to a public sector insurance company.
