Big Allegations on Top Management of Bank of Baroda

Some big allegations have been raised against the top management of Bank of Baroda. All India Bank of Baroda Officers’ Union has raised some serious allegations against the Regional Managers of Bank of Baroda. If these allegations are true, then Bank of Baroda must conduct an impartial enquiry and take strong action. AIBOBOU has highlighted multiple cases where Regional Managers allegedly abused authority, violated transfer policies, harassed staff, ignored administrative instructions, mishandled POSH complaints, and caused operational disruptions, including branch closure. One female staff was sexually harassed, but her complaint was not heard. Let’s have a look at the allegations one by one.

The Chandigarh RM – Illegal Tenure Protection and Arbitrary Exercise of Power

AIBOBOU stated that the present RM, Chandigarh Region, who is a native of Punjab, has spent almost his entire career in and around Punjab, except for a brief period from 23.05.2001 to 03.07.2004 on promotion from clerical to officer cadre. Thereafter, he has continuously remained in Chandigarh, Jalandhar and Shimla Region, headquartered at Chandigarh, and at nearby border towns in UP for a short stint.

As per the Bank’s approved administrative structure, Chandigarh Region is required to be headed by a DGM. However, only to accommodate this particular executive, the Region itself was downgraded to AGM level, which is arbitrary and institutionally indefensible. Emboldened by such patronage, he has transferred more than 25 officers after 30th June without prior approval of CGM-HR, in violation of manpower planning norms and DFS timelines.

He created oppressive working conditions that resulted in several officers resigning during his tenure. He routinely conducted official meetings beyond 6:00 PM, in breach of the circular dated 27.06.2025 and CGM-HR guidelines dated 05.08.2025. Many branches were downgraded from low risk to medium and high risk status in the regions he headed, and the ZIAD is conducting investigations in many branches. Despite these irregularities, he was retained during the recent executive reshuffle, reinforcing the perception of executive shielding and selective protection.

The Ludhiana RM – POSH Dilution, Victimisation and Administrative Impunity

AIBOBOU stated that this executive continues to remain at Ludhiana despite illegal transfers of around 20 officers after 30th June without CGM-HR approval and a formal complaint of misbehaviour by lady officers submitted directly to the head office. The POSH complaint was converted into a Non-POSH inquiry, followed by harassment, intimidation and retaliatory transfers of two lady officers. Even after HR assured transfer after half-year end, he continues to remain in position and openly claims that no one can act against him. Such conduct undermines the statutory mandate on prevention of sexual harassment, principles of natural justice and workplace dignity, exposing the Bank to serious legal and reputational consequences.

The Burdwan RM – Public Misconduct, Viral Evidence and Total Inaction

AIBOBOU stated that a viral video circulating publicly shows this RM engaged in abusive, intimidating and humiliating behaviour during an official video conference with subordinate officers. The episode remains a permanent public record of administrative misconduct. Despite formal representations, no disciplinary action has been initiated, he continues as RM Burdwan, assurances of transfer by HR authorities have not been honoured, and this has led to public embarrassment and ridicule. Tolerance of visible misconduct reflects institutional helplessness or unwillingness to act, damaging internal morale and public trust.

The Prayagraj-II RM – Branch Closure, Administrative Defiance and Public Hardship

AIBOBOU stated that the Manjhanpur Main Branch has remained closed since 03.09.2025 due to the ego-driven and negligent conduct of the RM, Prayagraj-II. Despite repeated directions from the Kaushambi District Administration to submit District Credit Plan progress reports, neither the RM nor the DRM complied. As a result, the District Magistrate issued an eviction notice. Instead of resolving the matter administratively or informing BCC Operations, the RM simply shut down the branch. Customers were forced to operate from distant branches, causing hardship. An inferior flood-prone premises was hurriedly selected, and the matter was misrepresented as a lease-expiry issue although no valid lease existed. Even after media coverage, no accountability has been fixed and the executive was protected during reshuffling.

Lady DGM (HR) – Spouse Advantage, False Posting Record and Double Standards in Transfer Policy

AIBOBOU stated that it recorded a verified instance of selective administrative accommodation involving a lady DGM (HR), whose husband is a CGM in the same Bank. She has been shown on paper as posted at Head Office, Vadodara, only to conceal her continued working and accommodation at BCC, Mumbai. In reality, she continues to operate from Mumbai. This manipulation of posting records stands in contrast to the way genuine inter-zonal and inter-regional transfer requests on spouse grounds, made strictly per DFS guidelines, are either kept pending indefinitely or are routinely rejected.

Assurances given by HR have failed. Rejections are being issued gradually and without transparency. Officers facing genuine hardship on spouse and family grounds are denied relief, while select executives receive special treatment. This double standard and creation of false records to benefit a favoured executive reflects lobbying, abuse of position and suppression of truth from top management, exposing the Bank to governance and vigilance risk.

No Actions against Executives

AIBOBOU stated that executives whose oral lending directives resulted in financial irregularities were later promoted, while subordinate officers who complied with such oral instructions were charge-sheeted and punished. In the Rajahmundry Region, an AGM responsible for mass charge-sheeting of nearly 30 officers has since been promoted to DGM and now serves as GM at Delhi. These facts reveal a deeply rooted ecosystem of selective vigilance, narrative manipulation and executive immunity.

AIBOBOU in Strong Action

AIBOBOU stated that the letter is based on documentary material, official records, media reports and first-hand testimonies, all of which can be shown to any competent authority. The Union reserves its rights to approach vigilance authorities, DFS and the Government of India, invoke the Right to Information Act and initiate judicial remedies including writ proceedings in case of inaction, suppression of facts, or victimisation of whistle-blowers. These are very serious allegations against the Bank of Baroda. Bank of Baroda is one of the largest public sector banks in India, and it should immediately investigate these allegations. These allegations must be investigated with full transparency, and strict action must be taken against the accused.
