Bank Officers Complain About Misbehaviour by Hardoi DM – AIBOC Writes to UP Chief Minister

The All India Bank Officers’ Confederation (AIBOC), Uttar Pradesh unit, has written a letter to the Chief Minister of Uttar Pradesh after an incident in Hardoi where the District Magistrate (DM) allegedly behaved badly with bank officers.

Recently, during a meeting on the CM Yuva Udyami Yojana, District Magistrate of Hardoi, Anunay Jha became upset over slow progress and instructed bank officers to stay inside the auditorium until loan approval targets were completed. Click here to read this news.

A few months ago, the district magistrate in Ghaziabad had also done the same thing with bank managers. He also ordered the bank managers to stay in the meeting hall until the loans were sanctioned.

Forcing officers to stay locked inside a hall, even with tea and dinner arrangements, goes against standard administrative practice. Such actions may create a negative environment, reduce morale, and even violate service protocols. Bank officers also point out that local administration cannot interfere in credit decisions. Only the bank is responsible for assessing loan eligibility, documentation, and repayment capacity.

In June, another such incident took place in Hapur. All the Bank Managers in the district were called in for the meeting, and the government officials were not happy with the performance. They asked Bank Managers to sanction maximum loans. Bank Managers said that they will not work under pressure and left the meeting midway.

Now AIBOC takes action

AIBOC stated that bank officers across the country have played a major role in implementing government schemes like Jan Dhan Yojana, Mudra, PM SVANidhi, PM Awas Yojana, Kisan Credit Card, and many others. In Uttar Pradesh too, officers have worked hard to support state schemes like ODOP, CM Self Employment Scheme, Startup programs, NRLM, SHG loans, etc. The organisation said that bank officers work honestly and carry out government schemes on the ground, so they deserve respect and a safe working environment.

A video went viral on social media showing the Hardoi DM forcing bank officers to sit inside a hall until the loan targets were completed. AIBOC claims the DM behaved in an unprofessional and disrespectful manner, misusing administrative power. They said such behaviour hurts the dignity of officers and goes against proper administrative conduct.

AIBOC stated that loan approval cannot be done under pressure. Banks must follow RBI rules, verify documents, and check the eligibility of applicants. Officers cannot approve loans just to meet targets, because it may lead to fraud or non-performing loans. AIBOC has asked the CM to take action so that such incidents do not happen again. AIBOC has demanded the Government of Uttar Pradesh to:

  1. Stop misbehaviour and harassment of bank officers by district or tehsil-level officials.
  2. Ensure that meetings (facilitation camps) are conducted in a respectful, cooperative atmosphere.
  3. Ensure protection and dignity of bank officers and prevent any officer from being forced or detained unlawfully.

The organisation said such incidents lower the morale of officers and can slow down the implementation of government schemes. They stressed that a respectful and supportive environment is necessary for the success of both state and central welfare programs.
