Some officers of All India Punjab National Bank Officers’ Association have raised serious concerns about the decision to move ballot boxes from the polling venue to a different counting location during the AIPNBOA Elections 2025–28.
In a letter dated 14 November 2025, addressed to Returning Officer Shri Asok Kumar De, the officers requested that the counting of votes be held at the same place where polling is conducted.
Polling and Counting at Two Different Places
According to Election Circular No. 05/2025 issued on 13 November, polling will take place at the Science City Main Auditorium in Kolkata, while the counting is scheduled at The Spring Club, located near the Maa Flyover and Marriott Hotel.
The officers stated that this arrangement has created uneasiness among delegates and candidates, as shifting ballot boxes from one location to another raises questions about transparency and the safe custody of ballots.
Fear of Break in Custody
The officers emphasised that even if officials supervise the process, the movement of ballot boxes outside the polling venue creates “vulnerability to suspicion.” They added that many participants fear a break in custody, which may lead to doubts about the fairness of the election.
The letter said that keeping both polling and counting at the same venue has always ensured complete transparency and uninterrupted custody of the ballots. Changing this practice in an important election is causing “doubts and apprehension” among members.
Need to Maintain Trust and Transparency
The officers warned that even a small chance of misunderstanding or speculation can harm the credibility of the election. Delegates simply want assurance that the ballot boxes remain secure and that the sanctity of the voting process is protected.
Therefore, they have urged the Returning Officer to conduct the counting at the Science City auditorium itself. They said this would remove confusion, calm fears, and strengthen the confidence of members in the election process.
