
A new controversy has erupted over the new Transfer Policy for Officers introduced by Punjab National Bank. Recently, Punjab National Bank had introduced a new Transfer Policy for Officers wherein an officer will be posted for 3 years in a branch, 6 years in a circle and 9 years in a zone. As soon as this policy was introduced, protests erupted all over the India in Punjab National Bank.
The officers started calling this policy as draconian and demanded withdrawal of this policy. AIPNBOA came in support of the employees and protests started in Punjab National Bank across the whole India. The AIPNBOA announced its agitation programme and had even announced strike on 28th and 29th March 2025.

Everything was going as planned and employees were protesting against the new transfer policy with full zeal. All the employees – young, women, senior staff, everyone was participating in this protest. But suddenly a news got released and all the employees became disappointed. Employees said they have been cheated.


AIPNBOA announced that an agreement has been signed with the bank management and strike has been withdrawn. The Bank has modified the transfer policy. Now the officer will be posted in branch for 3 years, 7 years in a circle and clause of zone change has been removed.
This came as a big shock to employees who were waiting for withdrawal of policy. Officers all over the India started protesting against this decision of AIPNBOA. Officers said that AIPNBOA has betrayed them as during protest it was told clearly by AIPNBOA that policy will have to be withdrawn and nothing less than that will be accepted. Officers were told – जैसे policy आयी है वैसे वापस जायेगी।

Employees started criticizing AIPNBOA all over the social media. The Chief of AIPNBOF mocked AIPNBOA on social media platform. He said – Ek baar phir ek general 46000 bahadur fauz ke rahte hue Bina ladai lare hathiyar daal diya.
AIPNBOA announced the agreement on social media, but it faced a major backlash. Employees expressed their anger and frustration, criticizing the association with harsh comments.






Officers started questioning their circle secretaries of AIPNBOA – why this happened? Who is responsible for this? The circle secretaries had promised officers that the new Transfer Policy will be cancelled and all officers participated in protest due to this assurance.
Now, as the agreement has been signed between AIPNBOA and PNB Bank Management, it appears that the issue of new Transfer Policy is over. But no, this may not be right. Now, a much bigger controversy has erupted in AIPNBOA and Punjab National Bank as a whole.
The circle secretaries of various Circles in India have written letter to AIPNBOA GS demanding explanation for signing the agreement with Bank management. In the CEC meeting held in Mumbai, it was decided to totally scrap the new Transfer Policy but there is news that AIPNBOA GS signed agreement without consulting the CEC.

Subject: Strong Objection & Complete Rejection of Draconian Transfer Policy – Immediate Intervention Required
Respected Sir,
Under your dynamic leadership, AIPNBOA has always been known for fiercely protecting the rights, dignity, and welfare of its members. However, today, with utmost anguish and grave concern, we are compelled to bring to your attention the unprecedented level of resentment, frustration, and betrayal being felt by the entire Mohali Circle membership.
The recent message regarding the MOU between AIPNBOA and Management, which merely modifies but fails to scrap the Transfer Policy—particularly retaining the oppressive 7 Years Circle Stay Clause—has sent shockwaves of disappointment among our members. The membership feels outright cheated and deceived.
Sir, let it be stated in no uncertain terms:
Our demand is NON-NEGOTIABLE — COMPLETE SCRAP of this draconian Transfer Policy, without compromise, without modification.
It was clearly decided in our CEC Meeting held at Mumbai on 07-03-2025 that the policy would be scrapped in totality. Any deviation from this firm decision amounts to betrayal of the collective will of members. Based on this decision, we have given 100% assurance to our members during demonstrations that the policy will definitely be scrapped. The current developments have deeply hurt and demoralized not only the grassroots members but also the CEC and Circle leadership.
Despite demonstrating unwavering solidarity through every agitational program—including demonstrations on 12-03-2025 & 17-03-2025, withdrawal from WhatsApp groups, leaving office exactly at 5 PM, wearing black badges, and sending strong messages to Zonal Managers & CGM—the members now feel their voices and commitment have been undermined.
We categorically reject the so-called modifications and reiterate: The policy must be scrapped in entirety.
Therefore, we strongly urge you to take an immediate, bold stand:
- Reopen the dialogue with Management and convey the absolute rejection of the current compromise.
- Immediately announce a fresh, intensified agitational program, including a strike call before 31st March 2025, ensuring real pressure is mounted.
Sir, this is a crucial moment. We trust your leadership, but any delay or dilution at this stage will further alienate and demoralize the membership.
We demand decisive action.
We stand united.
We will accept nothing less than the complete rollback of this draconian policy.
Such letters have been written by almost all the circle secretaries of AIPNBOA. PNB Officers are questioning their circle secretaries and they are in turn questioning the AIPNBOA GS.

As per the sources, Officers and Circle Secretaries are demanding explanation from AIPNBOA Central Leadership for their action of signing agreement without consulting CEC and they are demanding withdrawal of new Transfer Policy. As per sources, if leadership fails to act, then nationwide protests and stronger agitation programme would be initiated to remove the failed leadership.
With this, it seems that a big controversy and a big politics is still in picture and we will see in coming days what goes next.
