The Government has framed a comprehensive framework for the career advancement of Specialist Officers in Public Sector Banks. This policy seeks to address the limitations in the career progression of Specialist Officers, which has been restricted and uneven across banks. Read the new policy below.

The following shall be the broad categories of Specialist Officers, who have either been directly recruited in the specialist category itself or who have been converted from General Banking into Specialist Categories with the consent of the officer. Career Path Beyond the Minimum Scales Mentioned in Above Table

Upon reaching the minimum scale as defined in above table or a higher scale as decided by the Bank, as the case may be, an officer may be permitted to participate in the promotion process for General Banking Officers, subject to eligibility under the prevailing General Banking Officers’ promotion policy.

However, mandatory criteria such as completion of a rural/semi-urban posting or branch head experience may be waived to participate in the General Banking Officers’ promotion process. If selected, the officer will be considered a deemed General Banking Officer and their services utilised in accordance with the Bank’s requirements.

However, their future promotion after deemed conversion shall be allowed only upon acquiring a minimum of 3 years of General Banking experience. Accordingly, banks shall ensure that such officials are appropriately posted in General Banking assignments/field positions to enable them to gain the requisite operational exposure and experience.

Nevertheless, their services in the specialist category shall be taken into account to ascertain the total length of service, wherever applicable.

Officers who have completed a minimum of seven (7) years of service in the specialist category and have passed the CAIIB examination may also be eligible for conversion to General Banking Officer.

A special window shall be opened at least once in three years by the respective banks, providing the complete terms of conversion to the General Banking Officer cadre, as approved by their Boards.

Upon conversion from Specialist Officers to General Banking Officers, their services during the specialist category shall be considered for the purpose of deriving total length of service, wherever applicable.

To participate in future promotion processes under the General Banking stream, such officers should have spent a minimum of 3 years of service under the General Banking stream. Accordingly, banks shall ensure that such officials are appropriately posted in General Banking assignments/field positions to enable them to gain the requisite operational exposure and experience.

The following shall be the broad criteria for inviting applications under the regular conversion process:

  • The regular conversion process shall be applicable for officers up to one scale less than the domain progression metric mentioned in table above or a higher scale as decided by the Bank.
  • Completion of a minimum of 7 years of continuous service in the specialist cadre.
  • The candidate must be CAIIB-qualified as of the date of application.
  • Selection criteria/assessment may be decided by the respective banks.

The option providing for regular conversion shall not be deemed a right of the employees; it shall always be subject to the individual Bank’s decision.

Criteria for Promotion

There shall be only one channel, i.e. the Merit Channel, for promotion under the specialist category. Once the Specialist Category Officer completes the minimum service period in the existing scale, subject to completion of the total length of service (wherever applicable) as defined below, such officers shall be eligible for promotion to the next higher scale.

Criteria and Weightage for Various Factors

Factors for Promotions

The following list of factors has been identified as relevant for deciding promotions of Specialist Category Officers in the Bank:

  1. Written Test
  2. Educational/Professional Qualifications
  3. Performance Appraisal
  4. Interview
  5. Group Discussion

The scale-wise weightages for various factors shall be decided by the respective banks. However, the same may be kept uniform across all areas of specialisation.

Written Test

The Written Test shall be held in an objective pattern for 100 marks. The written test shall consist of 75 questions on the specialised domain and 25 questions on General Banking. The special dispensations as per Government guidelines for SC/ST candidates will be applicable to Specialist Officers.

In the case of General and OBC Category candidates, the minimum qualifying marks in the written test shall be 50%, and in the case of SC/ST Category candidates, the minimum qualifying marks in the written test shall be 45%, subject to the extant Government of India guidelines.

However, the MD & CEO of the respective banks shall have the power to relax the qualifying marks in the written test to enable more candidates to progress in the promotion process.

Educational/Professional Qualification

The respective Bank shall decide the desirable specialisation-wise qualification/certification to be considered for awarding additional marks in promotion.

Performance Appraisal

To become eligible to appear in the promotion process, the Specialist Officer should have secured a minimum average of 75% marks/equivalent grade in the performance appraisal for the last three years, with at least 60% in any of the last three years.

In case an individual bank uses a grading system for performance appraisal, grades equivalent to 75 or 60 marks, as the case may be, shall be used to decide eligibility. In the case of officers on sabbatical or leave on medical grounds, the Bank’s policy in this regard is to be followed.

Interview

The potential of the Specialist Category Officers to shoulder higher responsibilities in the Bank must be assessed through an interview process. For General and OBC Category candidates, the minimum qualifying marks in the interview shall be 50%, and for SC/ST Category candidates, the minimum qualifying marks in the interview shall be 45%, subject to the extant Government of India guidelines.

Group Discussion

The conduct of group discussion shall be at the discretion of the individual bank. The individual bank shall also decide the scale to which the group discussion applies and the maximum marks to be assigned.

Preparation of Merit List

In all cases of promotion, for the purpose of preparing the merit list in the order of aggregate marks, only those candidates who secure the minimum qualifying marks in the written test and interview shall be considered.

In case two or more candidates secure the same aggregate marks, their ranking in the merit list shall be decided on the basis of their inter-se seniority in the existing scale.

The Zone of Consideration (ZOC) for promotion should be maintained strictly at a 1:3 ratio. The ZOC may be expanded beyond three times with the prior approval of the MD & CEO.

For promotion up to Scale III, SC and ST officers who are senior enough in the “Zone of Consideration” for promotion so as to be within the number of vacancies for which a select list has to be drawn up, would be included in the select list, provided they are not considered unfit for promotion, subject to the extant guidelines of the Government.

Residual Service Criteria

To be eligible for the promotion process within the respective Specialist cadre, candidates must have a minimum residual service of at least two (2) years from the cut-off date for promotion eligibility, as decided by the individual bank from time to time. Further, an individual bank may reduce this residual service criterion by one year with the approval of its respective Board.

Uniformity in the Eligibility Criteria During Promotion

While undertaking the promotion process, criteria such as minimum service, APAR rating, group discussion, interview committee, marking scheme, etc., may be kept uniform for each category of specialisation.

Mandatory Completion of Designated Training Modules

It shall be made compulsory as part of conversion to General Banking and also for promotion.

Adherence to the Guidelines Regarding Reservation

Guidelines regarding reservation, wherever applicable, shall be adhered to.

Debarment Provisions

The provisions intended for General Banking Officers shall also apply to Specialist Officers’ promotions.

Sealed Cover Clause on Account of Suspension and/or Chargesheet

Applicable Government guidelines, received from time to time, are to be followed.

Exit Interview

A mechanism for obtaining feedback, by way of an exit interview/feedback form (keeping the identity anonymous) from officers leaving the organisation, may be introduced to have constructive feedback in order to develop better HR practices.

Bank-Level Discretion

Same as provided above, all other guidelines as may be applicable for General Banking Officers shall also be followed for the promotion of Specialist Officers and shall be subject to the discretion of the individual Bank’s Board. Wherever applicable, the extant Government of India guidelines will be followed.

An indicative list of guidelines, which may be defined at the individual bank level, is provided below:

  • Relaxation in Minimum Service Criteria
  • Constitution of the Interview Committee
  • Competent Authority for Promotion
  • Appeal Against Non-Selection
  • Treatment of Refusals/Reversions
  • Disclosure and communication of marks
  • Appellate Authority for review of appeal
