All India Punjab & Sind Bank Officers Union has submitted a protest memorandum to the Chief General Manager (HRD) of Punjab & Sind Bank, raising concerns over the alleged blocking of the HRMS portal facility for marking Casual Leave (CL).
The representation has also been sent to the Secretary of the Department of Financial Services, and Rupam Roy, General Secretary of AIBOC, requesting their intervention in the matter.
The restriction has been in place across almost all zones of the bank for the past 15 days and is causing hardship and resentment among officers.
Officers are unable to apply for or mark Casual Leave on the bank’s HRMS portal due to this restriction.
The union also said that some Zonal Managers are issuing explanation letters and show-cause notices to officers for attendance-related issues even though the HRMS portal facility for marking Casual Leave was blocked.
One officer of Punjab & Sind Bank said – “We are not able to apply for Casual Leave and Management is issuing explanation letters if we take even one day leave”.
The union has described the situation as harassment and administrative high-handedness.
The union has demanded the immediate removal of the restriction on marking Casual Leave on the HRMS portal across all zones. It also called for the unconditional withdrawal of all explanation letters, show-cause notices and administrative inquiries initiated against staff and officers in connection with the period during which leave could not be marked. The union urged the bank’s management to intervene immediately to protect employee morale, maintain industrial harmony and ensure natural justice.
Leave cannot be treated merely as a management favour, nor should a leave-marking facility be arbitrarily blocked without a valid basis under the applicable rules.
Restricting employees from applying for or marking Casual Leave on the HRMS portal is an unfair and unreasonable administrative practice that raises serious concerns about employee welfare and the proper implementation of service rules.
Casual Leave is an important part of an employee’s leave entitlement and allows employees to attend to personal emergencies, family responsibilities and other unavoidable circumstances. While banks can regulate and sanction leave in accordance with applicable service rules and operational requirements, a blanket restriction that prevents employees from even applying for leave is difficult to justify, particularly when no alternative mechanism is provided.
