Sambhal Land Dispute: FIR Against Revenue Officials and PNB Employees Over Loan Against Disputed Property

A case has been registered in Sambhal after a woman allegedly sold a piece of land, later tried to cancel the sale deed, got the land records changed back to her name and eventually took a loan against the same disputed property.

The case was registered following an order from the Chief Judicial Magistrate of Chandausi. The court directed the police to register an FIR against the revenue officials and employees of Punjab National Bank (PNB) who are allegedly connected with the matter.

Case Registered Against Revenue Officials and PNB Employees

The FIR was registered on Friday afternoon at 1:19 PM. The incident relates to Shahjahanabad Danda village under the Babrala police station area. According to Station House Officer (SHO) Lavnesh Kumar, the case has been registered against Javitri Devi, her husband Bhure Singh and her son Sunil, who are residents of Naudei village in Bulandshahr district. The case also names Lekhpal Sunil Kumar, other revenue officials and employees of the PNB Naraura branch.

Land Was Sold in 2004

According to the complaint filed by Vishan Singh, a resident of Shahjahanabad village, Javitri Devi sold her share of land in Shahjahanabad Sailab and Shahjahanabad Danda through a registered sale deed on July 12, 2004. The sale deed was executed in favour of Vishan Singh and his three brothers. The mutation of the land records was completed on August 30, 2004.

Dispute Over Cancellation of Sale Deed

The complaint states that Javitri Devi later filed a civil case in 2014 seeking cancellation of the sale deed. The case is still pending before the court. Despite the pending case, it is alleged that the process to restore Javitri Devi’s name in the land records was started in 2024. According to the FIR, reports submitted by the Lekhpal and Tehsildar were used to enter Javitri Devi’s name into the land records on January 9, 2025.

Loan Taken Against Disputed Land

The complaint further alleges that on April 5, 2025, a loan was taken from the PNB Naraura branch using the same disputed land as security. The loan-related entry was also recorded in the Khatauni, which is the official land record register. The complainant objected to the transaction and approached the authorities over the change in the land records and the loan against the property.

Matter Taken to Court

The SDM of Gunnaur heard both sides after the objection was raised. On March 6, 2026, an order was passed directing that the matter be registered in the complainant’s name. However, when the complainant said that no police action was taken, he approached the court. The Chief Judicial Magistrate of Chandausi then ordered the registration of an FIR against the persons allegedly involved.

Police Investigation Underway

SHO Lavnish Chaudhary said that the FIR was registered in compliance with the court’s order. He said the entire matter is currently under investigation. The police will examine the land records, sale deed, court proceedings, revenue records and loan documents. Further action will be taken based on the evidence collected during the investigation.
