The State of Uttarakhand has launched a new scheme – Mukhyamantri Swarojgar Yojana 2.0. The Mukhyamantri Swarojgar Yojana 2.0 (MSY 2.0) aims to create widespread employment opportunities across Uttarakhand by enabling the youth, women, artisans, migrants, and unemployed individuals to establish self-owned enterprises.
The core objectives include:
- Providing bank loans and subsidies for setting up manufacturing, service, or trade businesses.
- Encouraging migrants and youth to become job creators instead of job seekers.
- Promoting women entrepreneurship with extra financial support.
- Reducing unemployment and migration by promoting local-level self-employment.
- Supporting the manufacturing of ODOP/ODTP/GI-tagged local products through additional incentives.
- Enhancing access to credit and ensuring ease of doing business via a simplified and transparent process.

Loans and Grants
- Under the scheme, funding will be provided to the eligible manufacturing, service establishments and business activities through nationalized banks, regional rural banks, state cooperative banks and other scheduled banks, and in this regard, the margin money will be provided as a grant by the Department of Micro, Small and Medium Enterprises, Government of Uttarakhand. The project cost for manufacturing sector enterprise is Rs. 25 lakhs (maximum) and for service and business sector will be Rs. 10 lakhs (maximum).
- On the successful operation of the enterprise for 2 years, the margin shall be adjusted as a grant.
- The 10 percent of the project cost will have to be deposited in the bank by the general category beneficiaries as own contribution. The beneficiaries of special category (Scheduled Castes, Scheduled Tribes, Other Backward Classes, Minorities, Ex-Servicemen, Women and Persons with Disabilities) will have to submit 5 percent of the total project cost as own contribution.
- The total project cost will include capital expenditure (excluding the cost of land purchase) and a cycle of working capital. Project cost may include rented workshop/ work shed, but the cost of land purchase will not be included in it.
Eligibility
1. Age Requirement
The applicant must be at least 18 years old at the time of applying for the scheme. There is no upper age limit.
2. Permanent Residency
Only individuals who are permanent or native residents of Uttarakhand are eligible. Applicants must submit a valid domicile certificate issued by a competent authority along with the application.
3. Financial Background
The applicant must not be a defaulter of any nationalized bank, co-operative bank, financial institution, or government-backed financial body. A clean financial record is mandatory to avail benefits.
4. One Beneficiary Per Family
Only one person per family is allowed to benefit from the scheme. A family is defined as husband, wife, and their unmarried children below 21 years. This restriction is to ensure fair and widespread benefit distribution.
5. Prior Scheme Restrictions
Applicants must not have received assistance under any self-employment scheme run by the Government of India or Government of Uttarakhand in the last 5 financial years. However:
If an applicant has availed benefits from such a scheme more than 5 years ago and is not a defaulter, they may apply for expansion of their enterprise under MSY 2.0.
6. Educational Qualification
There is no minimum educational qualification required to apply for this scheme. The program is inclusive and skill-focused rather than degree-dependent.
