US imposes Lifetime Ban on Bank Loan Officer for Mortgage Fraud
The US Federal Reserve has issued an Order of Prohibition against Aquana Raffington, a former loan officer of PrimeLending, a mortgage lending company linked to PlainsCapital Bank and Hilltop Holdings Inc. The order was issued on January 13, 2026, under the Federal Deposit Insurance Act (FDI Act).
According to the Federal Reserve, Raffington worked as a loan officer at PrimeLending from March 2022 to September 2022. During this period, she was found to have originated multiple mortgage loans worth at least $1.7 million for individuals who were shown as employees of businesses owned by her and a close relative. This was in violation of PrimeLending’s internal rules on conflicts of interest.
The regulators said that the income and employment documents submitted for these loan applications were fraudulent and falsely showed higher income to help the borrowers qualify for loans. The Federal Reserve noted that Raffington knew the information was false, failed to stop or report the fraud, and earned commission from these loans.
Based on these findings, the Federal Reserve concluded that her actions involved personal dishonesty, unsafe banking practices, and violations of law, and showed a willful disregard for the safety and soundness of the institution.
Under the prohibition order, Raffington is permanently barred from participating in the affairs of any insured bank, bank holding company, or other regulated financial institution, unless she receives prior written approval from regulators. Any violation of the order could lead to civil or criminal penalties.
The order was issued with Raffington’s consent, and she has waived her right to contest the action or seek judicial review. The Federal Reserve clarified that the order remains in force unless it is formally modified or lifted in writing.
The action highlights the Federal Reserve’s strict stance against fraud and misconduct in the banking and mortgage lending sector, especially where conflicts of interest and falsified documents are involved.
