UP Declares Public Holiday on 7th October 2025 But Banks will Remain Open

LUCKNOW: The Uttar Pradesh government has officially declared a public holiday on Tuesday, October 7, 2025, on the occasion of Maharshi Valmiki Jayanti.

The decision was conveyed through an order issued by the General Administration Department on October 5, 2025.

The public holiday on October 7, 2025, will now be observed across all government offices and institutions in the state. But the holiday will not be applicable for Banks. The order states that this holiday will not be observed under the Negotiable Instruments Act, 1881, which typically governs bank holidays.

This means while the rest of the state administration enjoys a day off, banks are expected to remain functional. Bank employee associations have strongly criticized the move, calling it discriminatory.

“A holiday is a holiday; it cannot be partial,” stated a representative from a leading bank union in Lucknow. “This is a prime example of an executive holiday—it applies only to the Executive branch of government, leaving essential service employees like those in banking and finance out in the cold.”

“We are forced to work on a day when our children are home from school and our neighbours from government offices are celebrating,” another employee said. “If the government wants to promote an inclusive public holiday, it must make the necessary amendment under the Negotiable Instruments Act to ensure banks remain closed.”

The new order supersedes the relevant clause in the original holiday notification dated December 17, 2024.

The directive has been circulated to all Principal Secretaries, Divisional Commissioners, District Magistrates, and heads of various government departments and institutions, including the Secretariat, High Court, and various Central and State bodies, for necessary action and compliance.

AIBOC UP State Unit has requested Chief Minister Yogi Adityanath to look into the issue and declared holiday for Bank Employees also.
