Union Bank Officers Announce Agitation Against Unfair Transfer Orders in Patna Zone

The controversy of Transfers in Public Sector Banks in not getting over. Now, Union Bank of India Officers have announced agitation against arbitrary transfer orders in Patna Zone. The agitation programme has been scheduled for 4th June 2025 from 10:00 AM to 6:00 PM at Zonal Office Patna. Union Bank Officers’ Organisation has written a letter to Zonal Head Patna and informed him about the Agitation.

Subject: Intimation of Agitation Programme Against Arbitrary Transfer Orders in Patna Zone – 4th June 2025

With reference to our earlier representations dated 05.05.2025 (Ref. No. UBOO:RAN:103:2025-26), 16.05.2025 (Ref. No. UBOO:RAN:107:2025-26), and C0/047/2025 dated 22.05.2025, along with the physical meeting held on 26.05.2025 at your office, we regret to note that the genuine concerns raised by the Union Bank Officers’ Organisation (UBOO) regarding the recent inter-region transfer orders have not been addressed.

Despite repeated efforts to engage in constructive dialogue, the current transfer process continues to be arbitrary, in violation of Department of Financial Services guidelines (Letter No. F. No. 4/9/1/2014-1R dated 08.08.2014), and reflects a lack of empathy towards the personal circumstances of affected officers—especially female employees, those nearing inter-zonal eligibility, and officers with critical medical or familial responsibilities.

During our meeting on 26.05.2025, it was categorically stated that no genuine modification or cancellation of these orders would be considered. This stance is not only arbitrary but also in direct contravention of the Bank’s own established transfer policy guidelines, resulting in widespread dissatisfaction and mental stress among officers in the Patna Zone.

KEY ISSUES FOR AGITATION

  1. Exemption for Officers Approaching Inter-Zone Eligibility:
    Officers who are scheduled for inter-zone transfer within the next 9-10 months must be exempted from the current inter-region transfer exercise to avoid premature displacement and ensure fair application of rotation norms.
  2. Universal Exemption for Female Officers:
    All female officers should be exempted from inter-region transfers, considering the unique social, familial, and safety-related concerns affecting them.
  3. Consideration of Genuine Humanitarian/Medical Grounds:
    Transfer orders should be reviewed in cases involving critical illness (self or dependents), spouse posting, childcare responsibilities, or any other compassionate ground, with due consideration and humane application of policy.
  4. Implementation of “One Zone, One Transfer” Policy:
    A transparent and uniform “One Zone, One Transfer” policy should be strictly enforced to eliminate arbitrary decisions and favoritism. Transfer decisions must reflect equity and uphold organizational fairness.

Participants: Affected Officers and UBOO Representatives

We reiterate our commitment to resolving this issue through peaceful dialogue. However, in the absence of any meaningful corrective action or a review of these unjust transfer orders, we shall be compelled to escalate our agitation in the days to follow.

We once again appeal for immediate withdrawal of the irregular transfer orders and for the restoration of fairness, transparency, and compassion in the implementation of the Bank’s transfer policy.
