The Reserve Bank of India (RBI) has issued a new notification on November 28, 2025, from its Foreign Exchange Department at the Central Office in Mumbai. The notification is related to the Foreign Exchange Management (Export and Import of Currency) (Amendment) Regulations, 2025.
These new rules have been issued under the powers given in Section 47(2)(ga) of the Foreign Exchange Management Act, 1999. The RBI has made changes to the existing Foreign Exchange Management (Export and Import of Currency) Regulations, 2015. The amended rules will be known as the Foreign Exchange Management (Export and Import of Currency) (Amendment) Regulations, 2025. These rules will come into effect from the date they are published in the Official Gazette.
As per the amendment to Regulation 8, a person who is not a citizen of Pakistan or Bangladesh can carry Indian currency notes while travelling between India, Nepal, and Bhutan. Such a person can take or send Indian currency notes to Nepal or Bhutan, except notes of denominations above ₹100. However, an individual travelling from India to Nepal or Bhutan is allowed to carry notes of denominations above ₹100, but only up to a total limit of ₹25,000.
Similarly, a person who is not a citizen of Pakistan or Bangladesh can bring Indian currency notes into India from Nepal or Bhutan, except notes of denominations above ₹100. But here also, an individual travelling to India from Nepal or Bhutan can carry notes above ₹100 denomination up to a maximum limit of ₹25,000.
The amendment also allows a person to take Nepal or Bhutan currency out of India to Nepal or Bhutan and also bring Nepal or Bhutan currency into India from these two countries.
