As per the directive of the Regional Labor Commissioner (Central), Ministry of Labor & Employment, New Delhi during the conciliation meeting on 14th May 2025, the Management of Punjab & Sind Bank invited United Forum of Punjab & Sind Bank Unions for a discussion on the Transfer Policy and other related issues on 17th May 2025. Several aspects were discussed in the meeting. The final decision will be taken during the Conciliation Meeting on 26th May 2025 at the Regional Labour Commissioner’s Office, New Delhi.

Discussions held in the meeting
The management welcomed the unions representatives for discussion on transfer policy at Corporate Office. The Unions representatives appreciated the Management for inviting them for discussion.
As per the discussion held on 14.05.2025 before Regional Labour Commissioner (RLC), Delhi between the union and management, the management agreed to hold a meeting with the union on issues framed by the union in their strike notice dated 02.05.2025 within a weeks time in order to resolve them. It was decided to hold meeting with delegation of United Forum of Punjab & Sind Bank Unions on 17.05.2025 at Corporate Office–HRD Department, East Kidwai Nagar, New Delhi for discussion on transfer policy and other residual issues. On the issue pertaining to Transfer policy, management welcomed suggestions, if any from the union.
The Unions raised following amendments/modification in transfer policy before the management:
- Women employees should be posted as per government guidelines.
- Point system incorporated in transfer policy should be scrapped and replaced with tenure based rotation.
- To modify the “Home Area” i.e. 200 KM clause incorporated in transfer policy into domicile district.
- Even if staff is posted within 200 km area he/she should be allowed to submit his/her request in HRMS.
- Critical illness of spouse/parents should be considered at head office instead of Zones. Further, staff from deficit zones whose spouse is government member and suffering from critical illness should be considered for transfer request.
- Staff should be eligible to return automatically to home zone after 3 years of serving tenure away from home zone subject to availability of vacancy and willingness of staff concerned.
- The staff who have served over 3 years should be kept out of rotational transfer. They should be posted as per their request subject to vacancy as per government guidelines.
- Zerosiation to be implemented in case of staff is transferred out of home zone and comes back to home zone within 2 years.
- Points of staff joined under sports quota should be counted from the date they retire from active sports career.
- Ex-servicemen should be posted as far as possible near to their place of domicile subject to vacancy.
- Zerosiation of acceded transfer requests for all staff. Further, number of transfer request available to be reviewed next year.
- Clause 22 in transfer policy regarding transfer protection to office bearers union/association should be scrapped and replaced with as per “IR Policy of Officers” of Bank. Further, requesting to form IR Policy of officers in consultation with the officer unions.
- Staff should be given not more than 5 choices of zone under rotation.
- 12 year maximum tenure in a zone should be scrapped.
The management assured to look into the suggestions put forth. The meeting between union and management concluded on a positive note. The final decision will be taken during the Conciliation Meeting on 26th May 2025 at the Regional Labour Commissioner’s Office, New Delhi. More details will be released soon.
