PNB SWCC Rejecting Staff Welfare Claims? AIPNBOA writes Letter to CGM HR

The Staff Welfare Claims Cell (SWCC) of Punjab National Bank (PNB) has come under criticism for repeatedly rejecting genuine staff welfare claims of officers. One most common reason for rejection is misinterpretation of official policies by SWCC.

AIPNBOA stated that – claims that were earlier sanctioned as per policy are now being denied abruptly on technical grounds, causing hardship to officers and depriving them of legitimate entitlements. Two major issues have been highlighted:

1. Rejection of Fuel Reimbursement Claims of Scale-I Officers Owning Cars

As per PNB policy, all Scale-I officers (except Incumbent In-Charge and Deputy Managers) who own cars are eligible for fuel reimbursement of 40 litres. However, SWCC has recently been rejecting claims from Scale-I officers owning cars. The association termed this a misinterpretation of the guidelines.

A specific case was cited of an officer with 70% disability, who due to his condition cannot use public transport or a two-wheeler and relies on his own car. Despite the policy, his claims were rejected on the argument that the allowance applies only to two-wheelers.

The association recalled that this issue had been discussed in a meeting with the HR Department at Head Office on August 21–22, 2025, where assurances were given for resolution, yet the problem continues.

2. Denial of 15 Days’ Diem Allowance on Transfer

As per PNB Policy, officers transferred on promotion or administrative grounds are eligible for 15 days’ diem allowance.

Despite this, SWCC has been denying such claims by referring to a circular, which linked the allowance to availing bank-provided accommodation (quarters, lease accommodation, or rented premises). The association clarified that this condition was later modified by another circular, making the allowance payable upon joining at the new posting, irrespective of accommodation arrangements.

For decades, the allowance has been provided without such objections, as it is meant to support officers during the transition period before securing permanent housing.

AIPNBOA Calls for Immediate Intervention

The association emphasized that these rejections represent a disturbing trend of rigid and inconsistent interpretation of policies by SWCC, directly affecting officers’ morale. These benefits are legally entitled under the Joint Note signed between IBA and UFBU constituents and must be implemented in both letter and spirit.

AIPNBOA General Secretary Dilip Saha, in his letter, urged management to:

  1. Advise SWCC officials to adopt an employee-friendly approach in processing claims.
  2. Issue necessary clarifications to ensure uniform application of rules as per circulars and agreements.
