A senior female Chief Manager of Punjab National Bank (PNB) – Mansi Negi, has approached the Himachal Pradesh High Court, alleging that instead of investigating the multi-crore loan frauds she reported, the bank’s top management targeted and harassed her for resisting pressure and exposing irregularities.
Chief Manager Mansi Negi, who has served in PNB for 14 years, has asked the court to order a CBI investigation into several loan accounts that were sanctioned using fake valuations and documents. A single-judge Bench of Justice Sandeep Sharma has issued notice to PNB and directed the bank to submit a detailed response within four weeks.
Mansi Negi Found Discrepancies in 3 Loan Accounts
According to the petition, Negi was posted at Nahan in January 2023 and was responsible for pre-sanction checks of loan documents. During verification, she allegedly found major discrepancies in three loan accounts, including those belonging to M/s Himalayan International and M/s Volvo Impex, Sirmaur. She said borrowers failed to provide mandatory documents, and she therefore refused to approve the disbursement. All three accounts later became Non-Performing Assets (NPAs), which proves that her decision was right.
Instead of probing the irregularities, the senior officials put “immense pressure” on her to clear the loans. When she did not agree, fabricated complaints were created to damage her service record. The management said that the bank customers had filed complaints against her, but she never received the complaint, and now officials say that it is “missing” from the bank’s records.
Transfers and Alleged Harassment
In August 2023, Mansi Negi was transferred from Nahan to Solan, citing customer dissatisfaction. At Solan, she joined as the SASTRA Head (Recovery). She alleges that she faced continuous harassment, including sexual harassment. When she complained to the Zonal Manager, the complaint was wrongly split into two parts—one sent for a preliminary inquiry and the other forwarded to the Internal Committee under the POSH Act, violating established procedure. Mansi Negi also claims that she was not given the mandatory opportunity to cross-examine those involved. The Internal Committee later issued an adverse report against her.
Police Complaints and Court Proceedings
Worried about the way her POSH complaint was handled, Negi filed a Zero FIR in Dehradun on 12 April 2024. This was later transferred to Solan. She alleges that Solan Police closed the case solely based on the bank’s committee report. Negi has filed objections before the Judicial Magistrate and has also challenged the closure in the High Court.
Fresh Irregularities and Alleged Retaliation
The petition further states that when Negi began reviewing documents related to loan accounts of M/s Himalayan International Pvt. Ltd., M/s Thakur Dairies, M/s Holiness Plastics, she questioned inflated collateral valuations.
One property, shown with a valuation of ₹11 crore, was allegedly worth only about ₹40 lakh based on revenue records. The land was reportedly land-locked and unsuitable for commercial use. A Delhi flat used as collateral was also tied up in litigation. Despite this, loans were sanctioned and later turned NPA.
Negi says a planned inspection of MCC Sirmour was suddenly cancelled. Although a Fraud Examination Committee was ordered to be formed in April 2025, she claims no action has been taken. Her request for sabbatical leave was denied, and on 2 July 2025 she was transferred again—this time to the LDM Office, Hamirpur.
Officer Highlights Her Strong Performance Record
Mansi Negi stated that she has performed well in her career and was selected for MD’s Shine Dine Club 2025. She also ranked among the Top 20 Circle Performers in Recovery in 2024. She alleges that efforts are now being made to damage her professional record to silence her objections about loan frauds. Earlier also, she has handled various CBI cases and performed her duties well.
Negi has requested the High Court to:
- Order a court-monitored CBI investigation into all loan accounts she flagged
- Take action against officials involved in harassment and alleged fraud
- Provide her protection from further victimisation
The case will be heard further after PNB submits its reply to the High Court.
