Meeting Held between AIRRBEA (Gramin Bank Association) and Bank Management at CLC, Read Meeting Highlights

Today again a meeting was held between the All India Regional Rural Bank Employees Association (AIRRBEA) and bank management at the office of Chief Labour Commissioner. In last discussion held on 15.05.2025, the five important issues were discussed and accordingly to all stakeholders were advised to submit detailed information related to the matter along with written submission.

The DFS and NABARD have submitted a copy of their reply and after discussion at length the following issues emerged:

(i) Issue related to formation of National Rural Bank of India: The matter was discussed at length and with consent of all the stakeholders the same is dropped after given positive intent by the DFS.

(ii) Immediate revision of promotion rule, service rule, manpower norms to recruitment of staff etc.: Both DFS and NABARD stated that the issues related to HR policy is under preparation and it will be published soon.

The CLC(C) advised that the matter is pending since long hence it should required to published immediately as because various issues related to recruitment, promotion and service rule are pending in 28 amalgamated RRB.

(iii) Regularization of all part time casual daily wages staff: The status of vacancies of Group-D employees has been submitted by NABARD. A copy of same has been handed over to the unions. Further the representative of DFS stated that the RRBs are required to follow the RRB (Appointment of Officers and Employees) Rules, 2017, so far as appointment and promotion in RRBs are concerned. There is no provision of regularization of Part time/daily wage workers in AOER, 2017, which is in operation as on date.

The CLC(C) advised the union if any deviation observed in resultant vacancies, the same may be submitted along with the justification as per the policy guidelines and Mitra Committee report on next date of hearing endorsing a copy to the DFS & NABARD.

(iv) Full parity of wage structure: The representative of DFS stated that the GoI issued instruction vide letter No. 8/2/2024-RRB dated 08.07.2024 to all RRBs for implementation of revised pay and allowances of RRBs’ employees along with arrears, as per the 12th Bipartite Settlement/9th Joint Note implementation in PSBs.

The CLC(C) advised NABARD to issue directions with warning to all RRBs to implement the full parity of wage structure along with allowances, arrears and other terms of settlement implemented within one month. In case of any deviation observed, they clarify and issue strict guideline to implement within the time line.

(v) Proper implementation of compassionate appointment scheme as par with the NCBs: The DFS stated that the scheme for compassionate appointment has been implemented in RRBs vide letter dated 31.12.2018 sent by this Department to NABARD requesting to convey the same to RRBs. NABARD had vide their letter dated 9.01.2019 advised all RRBs to place the scheme to their Board for adoption of the same. Further, DFS vide letter dated 14.09.2023, advised RRBs to consider the eligible applicants for appointment on compassionate grounds, in terms of paragraph 8.2 of the Scheme.

The CLC(C) advised to NABARD to issue necessary clarification to all RRBs to follow the direction of DFS in toto and expedite pending issue immediately. In view of the above, next date is fixed on 02.09.2025 at 11.30 AM.
