Haryana Government Launches New Model Online Transfer Policy for Government Employees

The Haryana Government is planning a revamp of Transfer Policy for Employees. The Haryana government has introduced a new Model Online Transfer Policy to make the process of transferring government employees fair, transparent, and efficient. This new system aims to improve both administrative efficiency and employee satisfaction by using a merit-based online transfer system.
On Friday (23.05.25), Chief Secretary Anurag Rastogi officially released the notification of implementation of new Transfer Policy. With this, all previous transfer policies, including the General Principles for Online Transfers (2020) and other related orders from different departments, are now cancelled.
The new policy applies to government employee cadres with 50 or more sanctioned posts. However, certain groups like All India Services, Haryana Civil Services (Executive Branch), and Allied Services are not covered under this policy unless specifically allowed by the Human Resource Department (HRD).
For smaller groups with less than 50 posts, they can also be included if approved by the competent authority. The policy includes all posts within a cadre, even those at the head office (headquarters).
Each department must publish a list within 15 days from the date of notification. This list must mention:
- Prescribed tenure (how long someone should serve at a post)
- Minimum tenure
- The unit or location of the post
Departments are also allowed to revise this list from time to time after getting approval from the HRD.
How Are Transfers Decided?
The policy uses a composite merit score out of 80 points to decide transfers.
Breakdown of Points:
- Age: Up to 60 points
- Calculated as: age in days ÷ 365 (accurate to four decimal places)
- For example, a 40-year-old employee will get around 40 points.
- Special Circumstances: Up to 20 points
- 10 points: All female employees
- 10 points: Female employees who are unmarried and over 40, widowed, divorced, or judicially separated
- 10 points: Male employees who are widowers, divorced, or judicially separated, and have minor children
- 5 points: Employees whose spouse is working in State or Central Government, if transfer reduces distance between their postings
- 10 points: Spouses of military or paramilitary personnel
- 10 points: Employees or their close family members with serious health issues (must be certified by top medical institutes like AIIMS or PGI Chandigarh)
- 10 points: Employees who have 100% differently-abled or mentally challenged children
- Up to 20 points: Employees with disabilities under the RPWD Act 2016, based on the percentage of disability (starting from 40%)
Important Note: If an employee has received a major punishment under the HCS (Punishment & Appeal) Rules, 2016, they will get a penalty of -10 marks during the punishment period.
Support for Employees Facing Personal Challenges
The new policy has been designed to support employees who are facing difficulties, such as:
- Women employees
- Employees with health issues
- Employees who have children with disabilities
These individuals are given extra points, increasing their chances of getting preferred transfer locations. However, all necessary documents like medical certificates must be submitted on time.
Grievance Process
If an employee is unhappy with the transfer, they can file a complaint within 15 days after the transfer order is issued — but only after joining the new posting. Complaints must be made on the portal intraHaryana.nic.in and will be handled within the same 15-day period.
Special Powers and Timing
The Chief Minister (CM) has the power to relax or change the rules in special cases or for public interest. The HRD will be the final authority for any doubts or clarifications.
Transfers will usually happen once a year, but exceptions can be made at any time for reasons such as:
- Promotions
- Direct recruitment
- Urgent administrative needs
These cases must be approved by the CM in advance.
Rationalisation of Posts
Departments will also carry out a rationalisation process to check whether the number of employees in each unit matches the actual work needs.
This process will take place in two parts:
- First 7 days: Initial review of staff distribution.
- Next 8 days: Adjustment of posts as needed.
If a unit has more staff than required, some employees will be marked as surplus and must take part in the transfer drive.
Rules for Surplus Employees
- The employee who has been in the same unit for the longest time will be transferred first.
- If more than one person has the same length of service, the younger employee will be transferred.
- Employees from Protected Categories won’t be transferred without consent, as long as no more than 50% of the extra employees in that unit are from the Protected Category.
