Coaching New Rules: Students less than 16 years age can’t join coaching, Check new guidelines by Govt

The Ministry of Education has announced new guidelines to regulate coaching centres, addressing the need for a legal framework and managing the unregulated growth of private coaching institutes.

Age Limit and Qualifications: Coaching centres cannot enrol students below 16 years of age. Tutors must have qualifications of at least graduation. Misleading promises or guarantees of ranks or good marks are strictly prohibited.

Advertising Restrictions: Coaching institutes are prohibited from publishing misleading advertisements related to coaching quality, facilities, or results. Hiring tutors convicted of moral turpitude is not allowed.

Registration Requirements: Institutes must have a counselling system, and a website with updated details. Registration won’t be granted without meeting these guidelines.

Mental Well-being Focus: Coaching centres are urged to consider students’ mental well-being. A mechanism for immediate intervention during distress should be established, with trained counsellors available.

Fee Regulations: Tuition fees must be fair and reasonable. Refunds, pro-rata basis, are applicable if a student leaves a course mid-term. Exorbitant fees causing stress leading to student suicide may result in penalties or registration cancellation.

Monitoring and Registration: New and existing centres must be registered within three months. State governments will monitor coaching centre activities to ensure compliance with the guidelines.

Penalties for Violation: Coaching centres may face penalties up to ₹1 lakh or registration cancellation for charging exorbitant fees leading to student stress or other malpractices. The guidelines aim to empower authorities to regulate coaching institutes effectively.
