A high-profile insurance fraud case was reported in United India Insurance Company Limited (UIICL) – a public sector insurance company.
Now, the Special Judge for CBI cases in Ahmedabad has delivered the verdict on 23rd September 2025 and convicted two individuals. Rashik J. Patel Dalsaniya, Partner of M/s Mira Chemicals, GIDC Panoli, District Bharuch, and Sanjay Ramesh Chitre, Proprietor of M/s S.R. Chitre & Co., have been found guilty of criminal conspiracy, cheating, forgery for the purpose of cheating, and using forged documents as genuine.
Rashik J. Patel Dalsaniya has been sentenced to five years of rigorous imprisonment and fined Rs. 45 lakh. Sanjay R. Chitre has been sentenced to five years of rigorous imprisonment and fined Rs. 15 lakh.
The case was registered by the CBI, ACB Gandhinagar, on 29th June 2006, on basis of allegations that officials of United India Insurance Company Limited (UIICL) conspired to grant undue financial advantage of Rs. 36,86,451 in settling a fire insurance claim.
Investigations revealed that M/s Mira Chemicals suffered a fire at its factory in GIDC Panoli on 20th January 2002, causing extensive damage to the building, machinery, stock, and chemicals. The company filed a claim with UIICL, which appointed M/s S.R. Chitre & Co. as surveyors. While the initial assessment valued the damage at Rs. 36,92,137/-, further investigation discovered forged documents, including fake bills and vouchers, used to inflate the losses and claim fraudulent payments.
Charge-sheets were filed on 31st December 2008 and 28th October 2010. During the trial, 34 prosecution witnesses were examined, and 234 documents and exhibits were presented. The court found sufficient evidence to convict Rashik J. Patel Dalsaniya and Sanjay R. Chitre. All UIICL public servants accused in the case were acquitted. One accused, Cherukatkochu Gopalan, passed away during the trial, and charges against him were dropped.
